New from me at @OTI : deepfaked media is becoming more convincing by the day. I walk through some of the tactics we can use to stay safe when we can't trust what we see and hear online:

NTIA faces a choice as it decides what to do with the BEAD "non-deployment" funds. Ignore adoption and build billion-dollar networks to nowhere—or follow the law. https://t.co/CjizrbjQuI
The digital divide is still here, and another divide created by inequitable access and exposure to AI is opening beneath our feet. One possible source of funding to address this need? The BEAD non-deployment funds NTIA's still waffling about https://t.co/uudz4FT1jc
Looking forward to chatting with @fiberbroadband tomorrow about the need for a concerted digital upskilling in the United States—a need that's grown even more urgent with the lack of funds put toward broadband adoption!
[TOMORROW] Tune in live for an episode of @fiberbroadband's Fiber for Breakfast featuring @jess_dine! She'll speak about what should be done to address America's lack of a national standard for defining and measuring #digital skills. https://t.co/fn4jlMkced
With LEO satellite now an integral part of our connectivity toolbox, policies must advance to facilitate it. This new report by me, Michael Calabrese, and others at @OTI and ICLE—alongside a diverse expert working group—explains how to do that. https://t.co/tZFqoTx3zj
Yes, ISPs should help fund digital skills programs: it's their customer base. But the loss of the DEA was more than the loss of (critical!) funding. We also lost the potential for substantive measurement and eval and data collection at the federal level https://t.co/LVUqB5BBX1
TPRC53—DoD: it's important for the military to figure out spectrum coexistence in America in a (relatively) friendly environment, since collaboration may be less likely abroad
With deployment well underway, funding for broadband adoption and affordability is more important than ever. The broadband landscape has changed, but USF has stagnated. Read the recommendations for reform from @OTI here: https://t.co/yIp28JLr7a
Broadband adoption is the biggest barrier to universal connectivity today, but we aren't collecting adequate data on the barriers people face. Read OTI's recommendations for survey and data collection reform here: https://t.co/vxHOmlwqeo
Without good, usable data on the main adoption barriers people face today, policymakers will continue funding billion-dollar roads to nowhere. Read our recommendations on improved data collection here: https://t.co/vxHOmlvSoQ
With deployment well underway, there may come a time where the majority of funding can be shifted to adoption. Creating a more flexible, modernized USF is necessary to ensure Americans actually use the BEAD networks we're building today.
New @OTI report: The connectivity landscape has changed, and the Universal Service Fund should evolve alongside it. Read our recommended reforms here: https://t.co/yIp28JKThC
NEW @OTI REPORT: While our digital world has evolved rapidly since the #UniversalServiceFund (#USF) was established, the system has remained largely static—but if we want to narrow the #DigitalDivide, that needs to change, write @jess_dine & Raza Panjwani. https://t.co/FXFsIQeBoh
New BEAD FAQ: could this mean that all satellite service (if any part of the constellation serves BEAD project areas) is now held to the program's network requirements?
IN THE NEWS: “The U.S. does not have any coherent national digital skills strategy,” @jess_dine (@NewAmerica’s @OTI) told @justinhendrix at @techpolicypress. “We can’t become competitive in a world where people are not ready for #AI, and not connected.” 🌐 https://t.co/eI7eQL8AeH
@NatPurser@BlairLevin yup, nor did NTIA put any effort toward resolving the policy incoherence (in fact, they solidified it). It could be argued that satellite service that's *guaranteed* for a period of time (as BEAD builds are) is mappable while otherwise it's not, but that's pretty flimsy
Great @FedSoc event yesterday: BEAD now emphasizes minimizing deployment costs above all else, but NTIA's abandoned any focus on ensuring return on investment. Dollars saved go back to the treasury, not to the adoption gaps that drive the digital divide.
What's the benefit?
