If a person lives in a tent but also has their own apartment, are they really homeless? I know countless people who technically have housing but choose to live on the streets. By definition, that does not make them homeless. Yet they still utilize homeless services. Due to poor tracking and weak verification within the social service system, most people are unaware this is happening. That raises an uncomfortable question: is this something the system fails to see—or something it would rather not know?
