New York City is great today because a century ago, visionaries had the foresight to build infrastructure to what was then farmland in Queens.
We need leaders like that now to build projects like the IBX, Utica Ave. Subway, and N/W extension to LGA.
If the goal is to "remove as many cars as possible from the terminal frontages during peak construction," just make the damn AirTrain free end-to-end and charge cars for entry to the airport roadways. This is not rocket science.
