@AlexaKer1474o5 This is Standard Operating Procedure (SOP) for Singapore school caning. A protective item (e.g. book, file) is tucked into the student's waistband to protect his lower back/kidneys in case a stroke lands off-target. The student is caned on the buttocks and not on the file/book.
