Kensington and Chelsea Council began a crackdown in June on private rentals not compliant with an additional licensing scheme for shared homes that it introduced a year before — with 674 such properties being licensed.
This is in addition to a mandatory licence for all landlords.
He added: “A recent report showed that more than 100 councils [in England and Wales] hadn't taken any enforcement action against landlords in the past five years, so they're not doing a great job at that at the moment.”

He said: “Tenants go to their council and report safety concerns but they're often ignored or it can take months or even years for a council to do anything.”
Jae Vail of @LDNRentersUnion criticised the lack of power councils possessed to regulate private rental prices and said that their ability to maintain standards of quality in the market, a statutory requirement of local authorities, was weak.
