These notes aren't about money. These notes are about the slow psychological torture of the Savannah Guthrie & her family.
LE is taking them seriously because they described a broken flood light, the location of Nancy's watch and gave deadlines. They have to run this lead to ground and arrest the sender(s).
The sender(s) interest is not money, it's the very public torture of Nancy's loved ones.
If they wanted money, they would have contacted the family right after the abduction and made it easy to get a reasonable amount of money to them.
