Kuwait's Ministry of Interior waarned the public against engaging in practices that include instant cash liquidation of devices and phones, known commonly as "takyeesh", classifying these practices as clear violations of legal and regulatory frameworks.
In a statement on Sunday, the ministry warned people against engaging with those who lure customers by offering instant cash in exchange for purchasing devices and handing them over to brokers at heavily discounted prices far below market value.
Victims are tricked into signing inflated financial documents for amounts significantly higher than the cash they actually received, exposing them to severe judicial consequences and legal violations, the ministry said.
The ministry warned that dealing with these fraudsters, stores, or online accounts risks criminal liability, usury, fraud, scams, or unwitting involvement in money laundering operations.
The Ministry of Interior said it is actively cooperating with the Ministry of Commerce and Industry and the Communication and Information Technology Regulatory Authority (CITRA) to track down violating accounts and outlets, apprehend those responsible, revoke commercial licenses and administratively close offending shops, and take strict, deterrent legal actions against violators.
French President Emmanuel Macron on Sunday said "nothing justifies" the "unbridled" violence seen in nationwide protests over the rising cost of living and other grievances this weekend.
"Tonight, we all feel anger and shame," Macron said in an address to the nation, adding that there must be a distinction between protesters with "legitimate demands" with "those who destroyed, smashed, and looted".
Macronalso vowed there would be "full transparency" over the response by security forces to protests that turned violent this weekend, after criticism that police preparations had been inadequate.
Macron said that he had asked Interior Minister Laurent Nunez to "draw all necessary lessons", particularly with regard to intelligence gathering and anticipation, adding he expected "clear answers".
