My team is strongly committed to fighting online exploitation. There is no place for it on X.
As we get ready for the new Take It Down Act in the USA, here’s what we’re doing:
- We put victims first. We have strong, clear policies against all types of non-consensual images — especially intimate photos and videos shared without permission. We enforce these rules strictly and remove violating content quickly.
- We’re getting better at finding this harmful content ourselves. Once a piece of non-consensual imagery is reported, we now work to find and remove other identical copies automatically. This means victims don’t have to report every single post.
- We don’t want this content to spread anywhere online. If you are over 18 and worried that an intimate image of you might be shared, go to https://t.co/RAJgpBNTiv. You can create a secure digital fingerprint (hash) of your image on your own device so platforms can detect and remove it. We partner with https://t.co/RAJgpBNTiv to ensure known imagery of non-consensual images are taken off our platform.
Our promise to protect users from this kind of harm has not changed. The Take It Down Act just gives us a chance to show the progress we’re making every day.
There is no place in our society for predators to share intimate photos and videos of others without their consent. X has zero tolerance for non-consensual intimate images, unwanted sexual content, or any kind of exploitative behavior. We have never allowed such behavior on X and will continue to hold the line.
Tomorrow, the US Take It Down Act goes into effect. X supported this law in Congress and has long followed its principles. Here’s what can be done to act quickly against content that violates the act:
- You should report posts by tapping the three-dot menu (⋯), selecting “Private or Non-Consensual Content” > “Report content under the US Take It Down Act” and then completing the form. Our team reviews these reports as fast as possible and well within the Act’s 48-hour timeline.

We continue to improve our safety systems every day. This includes investing more in automation and working with external partners to better protect users who have been impacted. As part of these efforts, we have made progress to ensure copies of known cases of non-consensual intimate imagery are also proactively removed from the platform.

I’m proud to share an important update on the work X’s child safety team has done to protect minors on and off the platform. When X is made aware of content depicting or promoting child sexual exploitation, including links to third party sites where this content can be accessed, the accounts sharing this content are reported to the National Center for Missing & Exploited Children (NCMEC).
As a result of X’s efforts, in 2024, 309 reports made by X to NCMEC led to arrests and subsequent convictions in 10 cases that were confirmed by Law Enforcement agencies. And in the first half of 2025, 170 reports led to arrests. X made a total of 686,176 reports in 2024 and approximately 46% of the reports made to NCMEC were submitted without requiring a human moderator at X to review potentially traumatic content.
We remain committed to protecting children on our platform, and we’ll continue to invest in, and improve detection of child sexual exploitation through automation.

At X, we have zero tolerance for child sexual exploitation in any form. Until recently, we leveraged partnerships that helped us along the way. We are proud to provide an important update on our continuous work detecting Child Sexual Abuse Material (CSAM) content, announcing today that we have launched additional CSAM hash matching efforts.
This system allows X to hash and match media content quickly and securely, keeping the platform safer without sacrificing user privacy. This is enabled by the incredible work of our safety engineering team, who have built state of the art systems to further strengthen our enforcement capabilities.
When we identify apparent CSAM, we act swiftly to suspend the account and report the content to @NCMEC, which works with law enforcement globally to pursue justice and protect children. In 2024, X sent 686,176 reports to the National Center for Missing and Exploited Children (NCMEC) and suspended 4,572,486 accounts. Between July and October 2024, @NCMEC received 94 arrests and 1 conviction thanks to this partnership.
Over the years, we’ve invested in advanced technology and tools to stop bad actors from distributing, searching for, or engaging with exploitative content across all media formats on X. We are proud to continue leading the industry in this arena and will never stop using the full extent of our capabilities to eliminate these harmful practices.
We’re continuing our efforts to enhance transparency for Parody, Commentary, and Fan (PCF) accounts. All PCF accounts are now required to have a PCF label. PCF labels further clarify that these accounts are unaffiliated and help minimize confusion. Learn more here: https://t.co/FZk16NG81y.
PCF accounts must continue using PCF-compliant keywords in profile bios and at the beginning of account names, as well as avoiding the use of identical avatars to those of the entities they depict.
As a reminder, all accounts must comply with the X Rules, including our Authenticity policy. If you believe an account is impersonating someone or misleading users, you can report it in-app or via our Help Center.

As Meta begins their Community Notes program to address misleading content, we’re excited to see that Meta will initially adopt X's open-source algorithm to guide their rating system.

Over this six-month period, our Safety team played a critical role in navigating major global events, including over 28 national elections globally and the US Election. Through this report, we provide full transparency into our content moderation efforts, enforcement actions, and policy implementations. It serves as a valuable resource for our community to better understand how we safeguard platform integrity, respond to legal requests, and protect users at scale.
Notably, we’ve seen significant improvements in key safety metrics:
- Total account violations dropped by approximately 28%, driven primarily by an approximate 28% reduction in Platform Manipulation and Spam violations.
- Total content violations declined by 61%, primarily due to a 64% reduction in Platform Manipulation and Spam violations between H1 and H2.
- Total non-Platform Manipulation and Spam reports decreased by approximately 19% from H1 to H2.
These results reflect the dedication of our Safety team, who work tirelessly to uphold platform integrity worldwide. We are honored to share this report and remain committed to continuous transparency and improvement.

We’re rolling out profile labels for parody accounts to clearly distinguish these types of accounts and their content on our platform. We designed these labels to increase transparency and to ensure that users are not deceived into thinking such accounts belong to the entity being parodied. Parody labels will be applied to both posts and accounts on X to clearly demonstrate the source of the content you’re seeing. We’ll share details soon on when the label will become mandatory for parody accounts.
