The launch was held on 31 July 2025 at Golden Tulip Kampala, organized by the Local Coalition Accelerator Uganda (LCA Uganda) with support from the Conrad @hiltonfound
The event officially introduced LCA’s Two-Generational Model for Early Childhood Care & Development (ECCD), outlined its strategy and goals, and rallied diverse stakeholders to commit to enhancing early childhood outcomes and family well-being.
Core Objectives Announced
•Advance developmental outcomes for children aged 0–5 through quality ECCD.
•Strengthen livelihoods of vulnerable families—including refugees—through cash assistance and business training.
•Establish LCA as a professional body with a fully staffed, independent secretariat.
Key Targets Highlighted
•Capacity-building: 85 practitioners trained; 8 coordination forums held to influence ECCD policy.
•Centre upgrades & child reach: 22 centres improved to meet quality standards; 520 children enrolled, with 70% projected to demonstrate literacy, cognitive, and socio-emotional improvements.
•Livelihoods: 138 youth trained; 150 Self-Help Groups supported; 520 households receive cash grants, with 94% of SHGs able to provide low-interest loans.
•Institution-building: 13 member organizations provided with capacity support; secretariat formed and 60% of organizational development plans completed.
Expected Impact Shared
The initiative aims to improve children’s school readiness, boost household economic resilience, and establish a sustainable, professional LCA Uganda capable of leading ECCD efforts in Greater Kampala and beyond.

The event brought together representatives from government agencies (@OPMUganda , @KCCAUG , @MoGLSD ), development partners, local authorities, LCA’s 13 member NGOs, civil society, community leaders, and media.
The event closed with a call for partners to align funding, share evidence, and advocate for inclusive ECCD—ensuring every child and caregiver has the opportunity to thrive.

We held a productive Reflect & Learn meeting on May 29, 2026, for members implementing our 2-Generation Model to the ECCD project.
This initiative empowers vulnerable children and families through quality Early Childhood Care and Education (ECCE), enhanced livelihoods, and a strengthened Coalition Secretariat.
Key Achievements Shared:
Economic Empowerment: Trained 327 individuals, including refugees, in entrepreneurship.
Child Protection: Equipped 70 para-social workers with the Nurturing Care Framework, Health & Nutrition: Rolled out a nutritional supplementary program targeting over 300 children, including urban refugees.
Mr. Jimmy Odyek (Executive Director, ACODEV) emphasized the power of collaboration, stating: "The coalition approach must be guided by prudence and patience towards one another. Let each one be his brother’s keeper. We must strictly uphold humanitarian standards and fully comply with the Sovereignty Act 2026 to protect our work and partnership with the government." He reminded partners that the coalition remains stronger together through unity, accountability, and compliance while appreciating all the 11 member organizations!

In his opening remarks at the Self-Reliant Measurement Tool dissemination workshop, Mr. Tollea Franco, the Assistant Commissioner for Children's Affairs, expressed sincere appreciation to the Local Coalition Accelerator Uganda and the Conrad N. Hilton Foundation.
He commended their valuable collaboration and continued support in strengthening local organizations that serve refugees and host communities in Uganda. This partnership, he noted, highlights the vital role of locally led solutions in advancing sustainable development and protection outcomes as well coordinated by CAPAIDS Uganda ( Secretariat).
Mr. Franco emphasized that Uganda remains committed to progressive, inclusive refugee responses built on strong partnerships with humanitarian and development actors. Recognizing the evolving global and national refugee response landscape, he highlighted a critical shift in strategy. “We are witnessing an important transition from traditional humanitarian assistance focused mainly on livelihoods support toward approaches that promote self-sustenance, resilience, productivity, and long-term socio-economic inclusion,” the Assistant Commissioner stated.
He reaffirmed that the Ministry remains fully committed to working closely with partners, local organizations, development agencies, and district local governments to deliver meaningful, measurable results for both refugees and host communities across the country.#LCAUganda #SRITool #SustainableLivelihoods
Vivian Oyella, representing the Conrad N. Hilton Foundation, expressed deep appreciation to CAPAIDS Uganda and Local Coalition Accelerator (LCA) Uganda for organizing this timely strategic workshop and for the invitation extended to the Foundation. In her address, she outlined key priorities for advancing the refugee response in Uganda:
Promoting Self-Reliance: Urged partners to accelerate livelihood initiatives and strongly commended the Uganda Self-Reliance Index (SRI) as a valuable tool for measuring and guiding progress.
Fostering Meaningful Inclusion: Celebrated the active presence and participation of Refugee-Led Organizations (RLOs), describing the workshop as genuinely inclusive.
Fulfilling National Commitments: Reminded stakeholders of the Government of Uganda’s pledges at the Global Refugee Forum (GRF) on jobs and livelihoods.
Supporting Policy Frameworks: Highlighted the Uganda Refugee Policy — supported by the Hilton Foundation under the Office of the Prime Minister (OPM) — as the foundation of the national response.
Advancing Core Pillars: Reaffirmed that localization, jobs, livelihoods, and meaningful refugee engagement are essential for sustainable impact.
Ms. Oyella concluded by noting that the workshop comes at a critical and dynamic time for refugee programming. She described the SRI tool as vital for harmonizing livelihood interventions and emphasized that meaningful refugee participation remains the cornerstone of successful outcomes. She introduced the Self-Reliance Index (SRI). This practical tool measures refugee and host community self-reliance across seven key domains: Economic Capacity, Food Security & Nutrition, Shelter, Water, Sanitation & Hygiene, Health, Education, and Social Cohesion.

A Beacon of Hope:
How Amaryllis SHG is Transforming Refugee Lives in Kampala.
At a recent experience-sharing event we organized in Mengo, the Amaryllis Self-Help Group (SHG) emerged as a powerful example of resilience. Led by and for Burundian refugees and asylum-seekers, this Kampala-based group goes beyond microfinance by embedding regular group counseling and psychosocial support into its core mission.
"I cannot leave this meeting without saying anything! I am now a powerful woman", said Triphone Nsabimana.
Today, Amaryllis unites 26 active members, most of whom operate small businesses to sustain their families. To scale their impact of their Self Help Group, CAPAIDS Uganda recently delivered Year II revolving fund financing, ensuring members have continued access to affordable credit.This life-changing work is proudly supported by the Dioraphte Foundation, The Share Trust, and the Local Coalition Accelerator (LCA) Uganda.

The auditors emphasize that this will be an interactive, collaborative process. Key Focus Areas, as emphasized by the auditors in the meeting, shall be: Governance & Management, Financial Management, Evaluating safeguards for organizational assets, Programme & Donor Management, Statutory & Regulatory Compliance, and finally Information & Technology Security. Timeline & Next Steps: Duration: The fieldwork will take exactly 3 days. Reporting: A final report will be shared in 2 weeks. With our very own CPA, Mayanja Joseph, taking the lead.
