It’s never acceptable, and it’s never caused by football - the responsibility lies with the perpetrator.

#LCRAnnualReview | At the Combined Authority we firmly believe in giving people the best possible start in life.
That’s why last year we launched a new initiative giving care leavers free access to public transport across the Liverpool City Region.
The Care Leavers MetroCard is available to around 1,500 care leavers aged between 18 and 21 years old from across the city region and is designed to ensure people leaving the care system have access to opportunities and are not left behind.
With unrestricted travel on the city region’s buses, train and ferries, the MetroCard helps care leavers to continue their education, employment, and social activities without the barrier of transport costs. It’s also designed to increase independence and reduce isolation.
We’re pleased to say more than 350,000 journeys have been completed using these cards – showing their value to young people leaving care who can often face difficulties settling into their adult lives.
Liverpool City Region operates one of the UK’s most generous concessionary travel schemes, committing over £52m to transport subsidies including free transport for residents aged 60 and over, heavily discounted youth fares, and dedicated passes for apprentices.

#LCRAnnualReview | Hot on the heels of the city region’s largest ever investment in public transport, a further £700m was secured to build new social and affordable housing as part of a major Government programme.
This record investment was followed up by development of a pipeline to build 64,000 homes in the city region.
Mayor Steve Rotheram said: “Since I was elected, we’ve built more than 32,000 homes, invested a further £60m developing brownfield sites, and retrofitted 10,000 houses. We’ve built up real momentum – but now we’re ready to turbocharge our housebuilding plans.
“We’ve got the vision, the skills, and an abundance of ambition to help the government hit its national targets – but, most importantly, this is about helping more local people and families into safe, secure, and affordable homes of their own. Homes where people can put down roots, build their futures, and get on the housing ladder.
“We’re ambitious, we’re excited, and we’re ready to get to work.”

#LCRAnnualReview | In December 2025, the next phase of Merseyrail’s Tap and Go smart ticketing system was announced - allowing contactless bank cards and smart devices to be used across the network.
By May, more than one million journeys had been made using the quick and convenient system that automatically charges passengers the best value fare for their journey.
Available at all 69 Merseyrail stations, the system was backed by a £10 million investment from Mayor Steve Rotheram and the Liverpool City Region Combined Authority. It is a vital stepping stone towards a seamless, region-wide Tap & Go experience across rail, bus, ferries and future forms of transport which put passengers at the heart of a joined‑up system.

#LCRAnnualReview | Through new devolved powers and a multi-year Integrated Settlement, the Combined Authority is investing at least £233m into adult skills and employment support over the next three years.
This long-term funding will equip the workforce with the skills and resilience necessary to unlock the city region’s economic potential.
Almost 36,000 learners were supported through the Combined Authority’s devolved Adult Skills Fund in the 2024/25 academic year – with 73% living in disadvantaged areas.
Diversity and inclusion remain at the heart of the programme with 29% of adult learners from Black, Asian and Minority Ethnic communities while people with difficulties, disabilities, or health problems, made up 25% of the total.
£79m is being invested in Adult Skills in 2025/26 - including £13m for Connect to Work, £4.7m for Skills Bootcamps and £2.3m targeted at filling skills gaps in the construction industry.
