A brand on Plus going this low over $30 a month is wild behavior. A "leading ecom" brand doesn't blink over $30/mo let alone take time to try to shave $30. If a review is changed lower, it should go into a review pool, where the app dev has 48 hours to upload supporting info etc. -- and have a human manually review each downgraded app review.
