Signing of the Science and Technology Human Resources Development Framework
On September 15, on the occasion of the KoreaโKazakhstan Summit, the Ministry of Science and ICT signed the "Science and Technology Human Resources Development Framework" with the Ministry of Science and Higher Education of the Republic ofย Kazakhstan.
The two countries agreed to cooperate on the successful establishment and operation of the Kazakhstan Institute of Science and Technology, modeled after KAIST(Korea Advanced Institute of Science & Technology). To this end, they plan to build foundational infrastructure for its establishment, enhance faculty capabilities and student exchanges, develop and operate educational curricula, and share best practices and policies in nurturing science and technology talent.
This framework is highly significant as a mutually beneficial cooperation model that moves beyond traditional, one-sided aid to developing nations. It establishes a bridge to expand Korea's advanced science and technology education and research systems into Central Asia while connecting the innovation ecosystems of both nations.
Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon stated, "With this KoreaโKazakhstan Summit serving as a momentum, the science and technology partnership between the two countries has advanced into a more practical and future-oriented partnership. Moving forward, we will continue to cooperate closely with Kazakhstan to ensure these achievements lead to the cultivation of top-tier global scientific and technological talent, driving future growth and prosperity."
The Ministry of Science and ICT (MSIT) hosted the "Korea-Central Asia Future AI, Science and Technology Partnership Ministerial Meeting" to discuss cooperation in AI and science and technology between Korea and five Central Asian countries.
Since establishing diplomatic relations with the five Central Asian nations in 1992, Korea has continuously developed friendly and cooperative ties with them. Held in Seoul ahead of the upcoming "1st Korea-Central Asia Summit" this September, this ministerial meeting holds significant meaning as the first gathering of ministers in charge of AI, science, and technology from Korea and the five Central Asian countries.
Along with the successful hosting of the upcoming 1st Korea-Central Asia Summit, the Ministry expects to expand cooperation in AI and science and technology by combining the strengths of both regions.

On the occasion of President Lee Jae Myungโs(@Jaemyung_Lee) state visit to France, the Ministry of Science and ICT signed a Memorandum of Understanding (MOU) on Strengthening Cooperation in Artificial Intelligence, Semiconductors, and Quantum Technology in Paris, France, solidifying the science, technology, and digital partnership between the two nations.
Based on the Letter of Intent (LoI) on Expanding Cooperation in AI, Semiconductors, and Quantum Technology signed during President Emmanuel Macron's (@EmmanuelMacron) visit to Korea on April 3, this MOU was signed to incorporate concrete and practical cooperation measures.

The G20 (@g20org) is a forum where major world economies discuss plans for international economic cooperation, with the presidency hosting ministerial meetings by sector prior to the Leaders' Summit. This G20 Innovation Ministerial Meeting brought together chief delegates at the ministerial and vice-ministerial levels, along with high-level officials, from 21 countriesโincluding 20 member states and 1 invited country (Poland)โto discuss policy directions for innovation in emerging technologies, including AI. Deputy Prime Minister Bae stated that South Korea will actively contribute to the international community and maintain close cooperation to build a global AI ecosystem, while requesting the interest and participation of G20 nations in Korea's innovation and digital policies.
Emerging technologies, including artificial intelligence, have moved beyond the laboratory to become key drivers transforming national growth, industrial competitiveness, and citizens' lives. The Ministry of Science and ICT (MSIT) has selected three consortiums led by SK Telecom (SKT), Kakao, and KT as the final project executors for the ใAI for Allใ project, following written and presentation evaluations of six participating consortia.
The three selected consortia will be provided with a total of 512 GPU B200 units this year, and government budget support for nationwide service delivery will begin in 2027. Furthermore, MSIT plans to sign agreements with the three consortiums in September and officially launch the ใAI for Allใ service by the end of the year, following a beta service phase.
To ensure that ใAI for Allใ establishes itself as South Korea's flagship AI service, MSIT will collaborate with the selected consortia to enhance public accessibility, strengthen branding, and expand promotional efforts.

On July 24, the Ministry of Science and ICT held the ใSan Francisco AI Summitใ in San Francisco, USA, featuring leading domestic and international tech companies driving the global AI revolution.
This summit holds great significance as top AI leaders of our time gathered in one place to share their vision for the future of AI and announced a large-scale AI investment initiative detailing concrete cooperation plans between Korean and global companies.
During the summit, President @Jaemyung_Lee proclaimed the ใSan Francisco AI Declarationใ Leveraging South Korea's world-class memory semiconductor capabilities, he presented the vision and potential of an โirreplaceable Koreaโ as a core hub in the global AI supply chain, while emphasizing the strategic value of partnering with South Korea as a trusted supply chain ally.
Furthermore, this summit served as a catalyst for signing six agreements between South Korean companies and global big tech firms. It achieved massive investment milestones, including cooperation in semiconductor supply and production valued at a total of $950 billion, as well as collaboration to build a 5GW AI Data Center (AIDC).
Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon stated "The fact that global big tech leadersโwho are rarely seen together in one placeโgathered at this summit to discuss practical, concrete cooperation with Korean companies confirms the high global standing of South Korea's AI as a key pillar of the global AI supply chain."
He added, "The government will actively support the successful execution of these large-scale AI investment initiatives established between Korean firms and global big tech partners. At the same time, we will focus our policy efforts on swiftly implementing the 'San Francisco AI Declaration' so that South Korea can leap forward as an irreplaceable global AI production base and AI collaboration platform."
Ryu Je Myung, the 2nd Vice Minister of Science and ICT, attended the ใ2026 APEC Digital and AI Ministerial Meetingใ as the chief delegate. Ministerial-level representatives from @APEC member economies in the digital and AI sectors gathered at the meeting to discuss economic growth through digital and AI technologies, expanding universal and meaningful digital connectivity, strengthening digital inclusion and capabilities, and creating a safe and trustworthy digital environment. Following the discussions, they adopted a Ministerial Statement outlining directions for cooperation to enhance productivity and efficiency through digital and AI technology innovation and utilization, while promoting digital transformation and inclusive growth.
As the 2025 APEC chair country, Vice Minister Ryu emphasized that regional cooperation should continueโbuilding on the โAPEC AI Initiativeโ led and adopted by South Koreaโto ensure that AI drives economic growth and innovation while its benefits are shared more broadly. He also introduced the vision for establishing a โGlobal AI Hub,โ involving international organizations, development banks, and the private sector. He stated that South Korea will expand international cooperation to support partner countries in strengthening their AI capabilities and digital transformation, ensuring AI serves as a foundation for inclusive growth rather than a privilege for a few.
Taking this meeting as an opportunity, the Ministry of Science and ICT (MSIT) plans to share South Korea's experiences in AI innovation and next-generation digital infrastructure development with APEC member economies. MSIT will also continue to collaborate on implementing the APEC AI Initiative, fostering a regional AI innovation ecosystem, and strengthening universal and meaningful digital connectivity.

Congratulations to the Korean National Team on Winning Gold Medals at the 56th International Physics Olympiad (IPhO 2026) ๐ฅณ
All five members of the Korean national team won gold medals at the 56th International Physics Olympiad, which was held in Bucaramanga, Colombia, from July 4 to 12. This marks the first time in four years (since 2023) that every single member of the Korean team has secured a gold medal. Notably, student Juha Oh achieved the 1st place overall among all participants in the competition.

The exam comprehensively evaluated the students' scientific analysis skills alongside their experimental execution capabilities.

The Ministry of Science and ICT (@msitmedia), together with the Ministry of Economy and Development of Mongolia(@medgovMN), held the 3rd Korea-Mongolia Joint Committee on Science and Technology in Ulaanbaatar, Mongolia, resuming scientific and technological cooperation between the two nations for the first time in 14 years. Concurrently, the Korea-Mongolia Science and Technology Forum was also hosted.
On the occasion of this Joint Committee meeting, a total of three Memorandums of Understanding (MoU) were signed between research institutes of both countries to foster cooperation in science and technology. These MoUs focus on (1) Establishing a framework for bilateral science and technology cooperation, (2) Collaborating in the field of mineral resources, (3) Partnering in the biotechnology sector. Through these MoUs, the research institutions from both nations plan to pursue practical and substantive cooperation in their respective fields.
The Ministry of Science and ICT will combine Mongoliaโs dynamic growth potential and abundant natural resources with Koreaโs capabilities in science and technology innovation to create mutually beneficial achievements in scientific and technological cooperation.
