From what I can tell:

-Louisiana can redraw immediately as LA-06 has been struck down.

-Alabama cannot redraw immediately, but unlikely AL-02 would survive judicial muster after 2030 redistricting.

-The lack of abolishment means Rs cannot eliminate seats in Georgia, South Carolina or Mississippi that are protected.

-Same would go for larger Dem States like New York and California if they wanted to go further on their redraws.
