Meath County Council wishes to clarify inaccurate claims published recently regarding the East Meath Civic Building/Library and alleged coastal erosion risks.

At the Laytown–Bettystown Municipal District meeting on 5 February 2026, the Environment and Climate Action Department provided detailed presentations on the Mornington Bettystown Flood Relief Scheme (MBFRS) and the Meath Coastal Flood & Erosion Risk Management Study (CFERM).

During this meeting, specific queries were raised by Members in relation to the East Meath Civic Centre, and these queries were fully addressed.

𝐓𝐡𝐞 𝐄𝐚𝐬𝐭 𝐌𝐞𝐚𝐭𝐡 𝐂𝐢𝐯𝐢𝐜 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐢𝐬 𝐧𝐨𝐭 𝐢𝐝𝐞𝐧𝐭𝐢𝐟𝐢𝐞𝐝 𝐚𝐬 𝐛𝐞𝐢𝐧𝐠 𝐚𝐭 𝐫𝐢𝐬𝐤 𝐟𝐫𝐨𝐦 𝐜𝐨𝐚𝐬𝐭𝐚𝐥 𝐞𝐫𝐨𝐬𝐢𝐨𝐧.

The presentation delivered at the MD meeting included slides highlighting certain locations along the Meath coastline where elevated coastal erosion risk has been identified and where intervention measures may be required.

While some properties in the wider vicinity of the Civic Building/Library were identified for assessment, the CFERM Study does not identify the Civic Building itself as being at risk, nor does it recommend erosion protection measures for this structure.

Any suggestion that the building is at “direct risk” is not supported by the study or any information presented to elected members.

𝐓𝐡𝐞 𝐛𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐰𝐚𝐬 𝐝𝐞𝐥𝐢𝐛𝐞𝐫𝐚𝐭𝐞𝐥𝐲 𝐝𝐞𝐬𝐢𝐠𝐧𝐞𝐝 𝐟𝐨𝐫 𝐜𝐨𝐚𝐬𝐭𝐚𝐥 𝐜𝐨��𝐝𝐢𝐭𝐢𝐨𝐧𝐬.

At the meeting, Council officials confirmed that the Civic Building:
• Was specifically designed to withstand flooding,
• Uses flood‑resilient materials throughout the ground floor, and
• Incorporates coastal‑erosion‑resilience features in its construction.

These engineering measures were incorporated from the outset, ensuring the building’s suitability for its coastal location.

𝐂𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐯𝐞 𝐜𝐨𝐚𝐬𝐭𝐚𝐥 𝐚𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐮𝐧𝐝𝐞𝐫𝐰𝐚𝐲

In 2024, Meath County Council initiated a full Coastal Flooding and Erosion Risk Management (CFERM) assessment of the entire Meath coastline. This in‑depth study — delivered by specialists in coastal engineering — will:

• Identify any areas requiring intervention
• Provide a full appraisal of existing coastal defences
• Make recommendations for future works where appropriate

The Council has engaged closely with the Office of Public Works (OPW) throughout this process and will continue that collaboration once the final report is completed.

Meath County Council wishes to reassure the community that the East Meath Civic Building/Library 𝐧𝐨𝐭 𝐢𝐝𝐞𝐧𝐭𝐢𝐟𝐢𝐞𝐝 𝐚𝐬 𝐛𝐞𝐢𝐧𝐠 𝐚𝐭 𝐫𝐢𝐬𝐤 𝐟𝐫𝐨𝐦 𝐜𝐨𝐚𝐬𝐭𝐚𝐥 𝐞𝐫𝐨𝐬𝐢𝐨𝐧, and no such recommendation has been made in any technical assessment or in any presentation to elected members.

Met Éireann has issued a Status Yellow Wind Warning for Meath, with strong and gusty southeasterly winds combined with high tides expected to create difficult travelling conditions, as well as the potential for fallen trees, loose debris, and wave overtopping.

Status Yellow Ice Warning for Meath

A Status Yellow Ice Warning for Meath is in place from 9pm today (Friday, 13 February 2026) until 10am tomorrow (Friday, 14 February 2026). With temperatures falling between -1 and -3 degrees. Sharp frost and icy conditions are expected, with possible hazardous travel conditions on road and underfoot which may cause travel disruption.

🚗 Reduce your speed and allow extra time for your journey. Avoid sudden accelerations or braking.

🚛 Be cautious around cyclists and motorcyclists – they are more vulnerable to the effects of icy surfaces.

🌲Stick to main roads where possible. Local roads may also be more shaded than main routes, as they are narrower and are often surrounded by trees. This means ice can linger for longer.

🧊 Be especially careful during the night and early morning. There will be less visibility during these hours, so it’s even more important to slow down and be vigilant.

⚠️Updates in Comments: Be Driver Ready After and During Heavy Rainfall

Following heavy rainfall overnight, we are advising road users to take extra care as a number of roads are flooded. Road users are recommended to check local traffic and weather conditions before setting out on a journey. Free alerts and updates can be found on https://t.co/4wBFgaGsvH

🚘 Drivers need to slow down and allow a greater braking distance between themselves and the vehicle in front in wet weather conditions. This is especially important on high speed roads such as dual carriageways and motorways where there is increased danger of aquaplaning.

🛑 If the road ahead is flooded choose another route, do not attempt to drive through it. Flooded roads that appear shallow could be deeper than you think. The verge may have subsided and there may also be trees or branches that have fallen that may not be visible.

➡️ Road users should always follow recommended routes and obey signs closing roads to traffic that have been put there by the Council or An Garda Síochána.

💦 After going through water, drive slowly with your foot on the brake pedal for a short distance - this helps to dry the brakes.

Department of Justice and the National Office for Community Safety Host Ireland's Local Community Safety Partnerships

Ratoath Broadmeadow River Walk

Please be advised that Meath County Council intend to close sections of the Ratoath Broadmeadow River walk to pedestrian access from Monday, 9 February to Friday, 28 February in order to carry out essential site clearance works. The works forms part of the upgrade and extension of the existing River Walk due to commence later in the year.
