Yesterday, at Iganga SDA Church, we had the honour to launch "One Voice27 Mission For All, Hope Starts Here", an SDA evangelism programme that aims at preaching and spreading the Word of God to internet users.

The colourful launch attracted hundreds of believers, youth leaders, SDA Church elders, and members of the community who gathered in a spirit of unity and hope.

In my address, I conveyed warm greetings from His Excellency President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Permanent Secretary of the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President.

I expressed appreciation to H.E. President Yoweri Kaguta Museveni for his continuous support of faith-based initiatives and for maintaining peace that allows worship to thrive.

I thanked the Seventh-day Adventist Church leadership for this timely innovation that recognises where the people are – on their phones.

I urged the believers, especially the youths, to start using their phones as pulpits to spread the Word of God rather than spending most of their time on social media doing irrelevant things like online dating exploitation, watching pornographic footage, endless comedy clips, spreading propaganda and false information, etc.

I told the faithful that their phones are a powerful mission field. In your hand you hold a church and a bible. In this generation, most Ugandans hold smartphones, and they dedicate more time to them than TVs, radios and newspapers. Instead of using data bundles online to sin, use data bundles to win souls by preaching and spreading the word of God. Let every online post reflect the scripture of Jesus Christ.

I emphasized that the NRM Government under H.E. President Yoweri Kaguta Museveni values freedom of worship and freedom of expression, but that freedom must be used responsibly to build morals, unity and patriotism in our communities.

The "One Voice27 Mission" comes at a time when Uganda needs moral renewal, and that social media evangelism can reach millions of internet users who may never enter a physical church building.

I pledged my full support towards the mission and called upon all religious denominations, cultural leaders and parents to join hands to protect the young generation from moral decay on social media to save future generations.

Today, I received the body of His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV, at Entebbe International Airport.

The Queen Mother first informed me of his illness in November 2025, and we supported efforts to secure specialised treatment for him in Germany and later in the United States. Unfortunately, he died.

Throughout his reign as King of Tooro, Oyo was a good person and a good leader. His passing is a great loss to the people of Tooro and Uganda.

I encourage the people of Tooro to remain calm and avoid disorganisation, even in this difficult time.
May the Lord grant him eternal rest. Amen.

Today, after a briefing at the Uganda Media Center, I went on to brief Members of Parliament on the burial arrangements for the fallen King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

The major requirements for the decent send-off of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV were as follows:

Events management includes the attendant logistics and publicity requirements at 05 venues, namely Entebbe International Airport (for the receiving of the repatriated remains); the Royal Palace at Karuzika (for purposes of accommodating mourners in Tooro); the Royal Residency at Buziga for handling mourners within Kampala; Karambi Royal Tombs (for the final resting of the fallen king); and St John’s Cathedral (where the church service will be held on the burial day).

The Government of Uganda has supported the Kingdom by way of providing executive tents, chairs, mobile tents, cleaning teams, public address systems, and others. 

Food and feeding of mourners for 09 days for which we are grateful, the Office of the CDF (Ministry of Defence and Veteran Affairs), which has been able to provide food for mourners (at Buziga and Karuzika since the sad news was broken). 

Funeral management expenses by A-Plus Funeral Home, including airport reception of the remains of the late King and hire of executive funeral vehicles from Nairobi (to transport the body to Karuzika and all through the burial site at Karambi Royal Tombs). The Government of Uganda has covered these costs. 

Provision of security; crowd control and management; counterterrorism; ceremonial aspects including UPDF and UPF bands, pall bearers, gun salute facilitation and related expenses as well as protocol expenses; and sitting & ushering costs.

Palace upgrades and renovations at Karuzika, which we are grateful to the UPDF Engineers’ Brigade under the Ministry of Defence & Veteran Affairs, are being handled. 

Protocol and management of the invited dignitaries: during the Inter-Ministerial NOC meeting chaired by the Rt Hon. Prime Minister, the Kingdom officials informed members that they were expecting delegations from royal families within Uganda and the African continent to attend the burial of the late monarch.

Repatriation of the remains of the late monarch: the Government of Uganda has met the cost of medical bills, the cost of repatriating the remains of the king from Dallas to Nairobi and from Nairobi to Entebbe. These resources have already been paid by H.E the President through State House. 

Provision of a Health Camp: The government has made arrangements for a health camp supervised by the Ministry of Health to manage simple ailments for the people of Tooro during the mourning period for the late King. On the whole, since the last sitting of the Inter-Ministerial NOC meeting on 1st September 2026, the Government of Uganda through its security agencies has continued to take charge of the security of both persons and properties of the mourners.

We are also in close contact (through our Ministry of Foreign Affairs) with authorities in the Republic of Kenya to ensure that the remains of the fallen monarch are received at Entebbe International Airport tomorrow, Friday, 4th September 2026, at 10.00am. 

We also wish to take this opportunity to commend H.E. the President of the Republic of Uganda, the Rt Hon. Prime Minister, as well as my other Colleague Ministers in the various MDAs for ensuring a whole-of-government approach towards a decent send-off of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

Today at Uganda Media Center, I briefed the country on the burial arrangements of the fallen King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

As you may recall, the country on Friday, 28th August 2026, received the sombre news on the passing away of a young, iconic, promising and people-orientated monarch.

Since then, the Government of Uganda, under the able, firm and wise leadership of H.E. Gen. (Rtd.) Yoweri Kaguta Museveni, took up this national sad moment and offered a series of actions to lead Ugandans and our well-wishers through this mourning period. 

Specifically, on Monday, 31st August 2026, the Cabinet, during its sitting at State House in Entebbe and chaired by H.E. the President of the Republic of Uganda, extended long and earnest eulogies on the fallen monarch. As a result, and under the wise guidance of H.E. the President, the Head of State directed that the Rt Hon. Prime Minister coordinate a Whole of Government Approach bringing together the Public Sector and other critical stakeholders to ensure a colourful, befitting and nationally representative send-off of the late King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV. 

In addition, on Tuesday, 1st September 2026, Parliament received a statement from the Rt Hon. Prime Minister and Leader of Government Business and thus took off time in its sitting of the day to debate, pay tribute and eulogise upon the immense contribution of the late monarch towards the socio-economic transformation of Tooro. While Parliament was paying tribute to the late King, the Rt Hon. Prime Minister, acting on the directive of the Cabinet, on Tuesday 1st September 2026, proceeded to convene and chair an Inter-Ministerial National Organising Committee (NOC) meeting together with the Representatives of the Royal Family of the fallen King of Tooro. 

In the said Inter-Ministerial N.O.C. meeting, which was attended by a cross section of ministers responsible for Gender and Culture, Presidency, Agriculture and Animal Industry, Tourism, Wildlife and Antiquities, Public Service, and Foreign Affairs, as well as Internal Affairs, among others, the Rt. Hon. Prime Minister briefed Members that: 

During the Cabinet meeting held on Monday, 31st August 2026, the Cabinet had received a paper submitted by the Hon. Minister of Gender, Labour & Social Development on the key preparatory arrangements which had been agreed upon between the Ministry for Gender and the Representative of the Royal Family and Tooro Kingdom to manage the official burial of the late monarch. 

The Kingdom, working closely with the local and hospital authorities in Dallas, United States of America, had tentatively set Thursday, 03rd September 2026, as the date to receive at Entebbe the repatriated remains of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV. 

As the case had been in the previous burials of Royal Dignitaries such as the late Emorimori of the Iteso people, it was prudent that all government actions in respect to the official send-off of the late King of Tooro be handled in a unison, integral and whole Government approach. As such, the Rt Hon. Prime Minister, in her capacity as the Chairperson of the Inter-Ministerial NOC, urged all the political leaders to work as a team for the purpose of ensuring a seamless and coordinated government response in these sad times.

Today, I concluded an oversight visit to the Kingfisher Development Area and presided over the Crude Oil Naming Ceremony, where I officially launched the name of Uganda’s crude oil as “Pearl Sweet.”

This marks an important milestone in our journey to develop Uganda’s oil and gas resources for value addition and economic transformation.

Through refining, petrochemical industries and the use of associated gas for electricity generation, we shall maximise the value of our resources here at home and reduce dependence on imported petroleum products.

I commend all the oil companies, technical teams and Ugandan professionals whose efforts have brought us to this milestone. The revenues from oil must be invested in durable infrastructure and productive sectors for the benefit of the Bazzukulu.

Today, at State House Entebbe, I received Letters of Credence from five new Ambassadors Designate: H.E. Fahad Abdulrahman Al Basfu of the United Arab Emirates, H.E. Wu Guangrong of China, H.E. Angele van der Heijden-Samura of the Netherlands, H.E. Anna-Maria Olsson of Sweden, and H.E. Sigrid Ingelore Luise Sommer of Germany.

I welcome them to Uganda and look forward to working with them to further strengthen our bilateral relations and cooperation with their respective countries. I wish them a successful tour of duty in Uganda.

Today, I addressed District Political & Technical Leaders from the Ankole, Kasese, Bunyoro, Tooro & Kigezi sub-regions during the ongoing retreat at the National Leadership Institute, NALI, Kyankwanzi, on the implementation of the 2026-2031 NRM Manifesto and NDP IV.

In my remarks, I expressed thanks to H.E. President Yoweri Kaguta Museveni for his leadership and stewardship that has enabled the NRM government to sustain the implementation of its programmes.

I informed leaders that A Manifesto is not merely a political document. It is a commitment to the people. Its success will be measured by whether the lives of Ugandans improve. The real test of the 2026-2031 Manifesto will be at district, city, municipal, community and household levels – in better schools, health facilities, agricultural productivity, roads, water, sanitation, jobs for youth and women, and efficient services.

I reiterated that districts are the critical link between policy and delivery. All district plans, budgets, work plans and performance targets MUST be aligned to NDP IV and the Manifesto. We must follow the chain: Manifesto → Plans → Budgets → Implementation → Monitoring → Results. Shift from counting activities to measuring impact based on what has changed in the lives of our people.

Teamwork is non-negotiable; RDCs, District Chairpersons, Mayors, NRM Chairpersons, CAOs, and Town Clerks must work as ONE team with mutual respect and shared accountability.

I urged them to avoid rivalry. Leadership is judged by results, not position.

I rallied them to ensure accountability: every shilling of public money is a public trust. Strengthen financial management, procurement, supervision and internal controls. Citizens must see what was promised, what was delivered and what remains.

I guided them to monitor projects and government programmes early, identify problems early and act early using M&E as a management tool.

Wealth creation at the centre. Every district must identify its comparative advantage: What can we produce? What can we add value to? Which markets? What enterprises create jobs? Focus on agricultural commercialisation, value addition, industrialisation, tourism, trade, innovation and the digital economy.

Service delivery must improve – learning outcomes, health facility functionality with workers and medicines, and support to vulnerable groups. Youth & women empowerment must be measured by enterprises created and incomes increased.

I urged them to protect wetlands, forests, and water sources and embrace digital transformation for revenue, transparency, and service delivery.

I challenged every leader to leave NALI with a practical action agenda – not just a report – with priority commitments, actions, resources, responsible officers, expected results and measurable indicators.

The 2026-2031 Manifesto is not merely a document to be implemented; it is a national commitment to be delivered. Our task is not simply to promise — our task is to deliver.
Let us move: from commitments → to action → to results → to lasting transformation.

I urged them to lead with integrity, patriotism, discipline and accountability.

Today in Iganga, I led the National Cleaning Day exercise for Seventh Day Adventists (SDA), as guided by H.E President Gen. (Rtd) Yoweri Kaguta Museveni; in my capacity as the Director, SDA Busoga Women Field.

As you may recall, Cabinet passed a guideline for the observance of the National Cleaning Days to be done on every last Saturday of every month; which was held nationally yesterday, Saturday 29th August.
However, the SDA fellowship could not participate because Saturday is the Sabbath, our sacred day of worship.

And in a courteous display of inclusivity and respect for freedom of worship, H.E the President reconsidered the SDA to carry out their national cleaning duties the following day, i.e the last Sunday of every month.
I thank H.E the President and Cabinet for passing this important initiative, but most importantly, for respecting our freedom of worship - that was restored and is protected under the NRM Government. This reconsideration shows the President's deep understanding of faith.

During today's cleaning exercise, I was joined by the Bishop of the SDA Busoga Field, Bishop Jimmy Kajura, Hajji Walubi Abubaker - NRM Chairperson Iganga, LCV Chairpersons Iganga & Kaliro, staff from Uganda Aids Commission, community leaders and residents of Iganga Municipality. Together with several SDA faithful, we swept streets, collected garbage and desilted drainage channels.

In my remarks, I conveyed greetings from the Office of the President and extended heartfelt condolences to H.E the President, Maama Janet Kataaha Museveni and the Kingdom of Tooro upon the demise of His Majesty Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

As per H.E the President's directive, His Majesty will be accorded an official burial and flags will fly at half-mast for 3 days (a day before, burial day, and a day after).

Subsequently, the National Organising Committee together with the Ministry of Gender Labour and Social Development, the Kingdom of Tooro, the Royal Family and Ministers from Tooro are working to implement the directive. Arrangements will be communicated.

I also reiterated H.E the President's two key assignments for this term: eradicating poverty and fighting corruption. I have directed the RDC Iganga to work with the State House Anti-Corruption Unit and other law enforcement agencies to arrest all land grabbers in the district.

Cleanliness is directly linked to good health, community transformation and national development.
I commend the people of Iganga for embracing this with unity and enthusiasm.

I concluded the five-day East African Revival Ankole Convention today at St. John’s Cathedral, Ruharo, in Mbarara. I conveyed greetings from Maama Janet and thanked the Bishops of Ankole for remembering this important anniversary.

I thank the Lord because He has really favoured me. I first came to the church compound in 1949 as a small boy, and returned in 1953 and 1959. To come back after 77 years is a great blessing. Praise be to the Lord.

SDA Archbishop Samuel Kajjoba has called for a peaceful National Cleaning Day exercise, urging the government to increase awareness among the people about the benefits of cleanliness to the community. Bishop Kajjoba urged Ugandans to embrace proper sanitation practices at home and in workplaces to promote good health.

Meanwhile, thousands of SDA members across Uganda observed National Cleaning Day on Sunday, August 30. In Kampala, the main SDA cleaning exercise was held in Kidoomole Zone, Rubaga, where members gathered to observe the day through community cleaning activities.

This evening, I had the privilege of sharing in a beautiful and joyous family moment with Hajji Kabanda and Hajjat Minsa Kabanda, the Minister for Kampala Metropolitan Affairs, as their beloved daughter, Ms Amiira, introduced her husband in a colourful Kwanjula ceremony.

It was a celebration filled with love, culture, and family values – a true reflection of the strong family institution that we cherish as Ugandans.

On behalf of the office of the President, my family and on my own behalf, I congratulated Ms Amiira and her husband upon this important milestone. I pray that the Almighty Allah blesses their marriage with love, understanding and prosperity.

I used this special platform to extend heartfelt condolences to His Excellency President Yoweri Kaguta Museveni, Maama Janet Kataaha Museveni, the bereaved royal family of the Tooro Kingdom and the people of Tooro upon the untimely passing of His Majesty Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

This is a great loss not only to Tooro but to the entire nation. His Majesty was a young, humble and development-focused King who worked closely with the government to transform his kingdom.

As directed by H.E. the President, he will be accorded an official burial, and flags will fly at half-mast for three days in his honour.
The N.O.C is working hand in hand with the leadership of Ministry of Gender Labour and Social Development, the Kingdom of Tooro and the Royal family, Ministers from Tooro to implement the directive. We shall communicate further details regarding the burial arrangements in due course.

I also urged all Ugandans present and the country at large to join H.E. the President in his two key assignments for this term: eradicating poverty and fighting corruption.

As families celebrate such joyous moments, we must remember that true celebration is complete when our households are economically empowered.

I called upon everyone to embrace Government wealth creation programmes such as the Parish Development Model (PDM), Emyooga, GROW and 4-acre model, and to utilise them with discipline and hard work to fight household poverty.

At the same time, corruption remains an enemy to our development. Whether in public offices or in our communities, we must all say NO to corruption if we are to build the Uganda we all desire.

Once again, I congratulate the family of Hajji and Hajjat Kabanda.
