Being that it took Donald Trump 370 days to send a proposal to the Clarity act committee, how long will the negotiations take?

The proposal should be a few words.

I, President Trump, accept the terms of the Clarity act, banning Congress and administration officials and direct family from launching crypto projects while in office.

Why are their lawyers involved? Why has it been drawn out so much?
