Chaired a high-level review of the prevailing flood situation and the ongoing relief, rescue and restoration efforts across the affected districts, with particular focus on Charaideo, Sivasagar, Jorhat and Golaghat. As of 21 July midnight, floods have affected 16 districts, 872 villages and over 5.64 lakh people. Relief operations are being carried out through 71 relief camps and 202 relief distribution centres, while SDRF, NDRF and district administrations continue round-the-clock rescue and evacuation efforts.

Key areas of discussion included:

Food, Civil Supplies & Consumer Affairs Department: Ensuring timely distribution of food grains and packed food kits to residents in affected areas where relief camps could not be established.

Power Department: Prioritising restoration of electricity immediately after recession of floodwaters.

Health & Family Welfare Department: Expanding medical relief, sanitation measures, disease surveillance and medical camps in affected areas.

Public Health Engineering Department: Restoring safe drinking water supply through pumping operations and repair of damaged water supply systems.

Animal Husbandry & Veterinary Department: Assessing livestock losses and extending necessary veterinary support and assistance.

Public Works (Roads) Department: Prioritising desiltation, debris clearance and restoration of damaged roads, bridges and critical connectivity.

Water Resources Department: Intensifying dewatering operations and removal of debris from drainage channels to facilitate restoration.

Telecom Department: Expediting restoration of communication networks in affected areas.

Northeast Frontier Railway (NFR): Assessing and restoring damaged railway infrastructure and facilitating movement of relief materials, including through railway trollies wherever required for marooned habitations.

Panchayat & Rural Development Department: Strengthening village-level relief coordination, sanitation, debris clearance and restoration activities.

Agriculture Department: Undertaking crop damage assessment and ensuring timely distribution of short-duration crop varieties and agricultural inputs.

Operational updates reviewed:

Arrangements for the supply of over 4 lakh bottled drinking water units, nearly 2 lakh biscuit packets and around 40,000 milk packets for infants and children through the Chief Minister's Relief Fund, coordinated by the district administrations of Kamrup Metro, Dibrugarh and Tinsukia.

Deployment of over 50 country boats from Tinsukia, Dhemaji, Dibrugarh and Lakhimpur in shallow-water areas where SDRF and NDRF boats cannot operate, to ensure uninterrupted access to marooned habitations.

The first-ever deployment of payload drones, developed by local startups from IIT Guwahati, capable of carrying payloads of up to 5 kg over a distance of 3 km, to strengthen last-mile delivery of relief materials.

Eight airdrop sorties undertaken by the Indian Air Force and Army helicopters for delivery of relief materials to inaccessible locations.

Use of railway trollies by Northeast Frontier Railway (NFR) to transport essential relief materials to flood-affected people sheltering along railway tracks in inaccessible areas.

Directed that marooned habitations, particularly in Sivasagar, where conventional access remains constrained, continue to receive uninterrupted delivery of food, drinking water, medicines and other essential supplies through boats, with aerial sorties undertaken wherever required.

Highlighted the unprecedented impact of the floods in the affected districts and directed all departments to undertake comprehensive damage assessment, ensure seamless inter-departmental coordination, maintain continuous field presence, and expedite rescue, relief, restoration and rehabilitation efforts until every affected family is reached, critical infrastructure is restored, and normalcy is re-established at the earliest.

His congenital cataract was identified during a routine school health check-up, following which he was promptly referred to @AmcDibrugarh for surgery. He is now recovering well.

In view of the raging flood situation, reviewed our healthcare response in Jorhat, Sivasagar, Golaghat, Dibrugarh and Charaideo districts in a virtual meeting with district administrations and Health Department officials.

Issued priority directions to concerned officials to :
✅Ensure uninterrupted healthcare services in flood-affected areas;
✅Conduct regular health camps in relief camps;
✅Maintain adequate stocks of essential medicines;
✅Intensify door-to-door health screening in affected villages;
✅Undertake post-flood fogging to prevent mosquito-borne diseases;
✅Strengthen preventive measures against diarrhoeal diseases.
