BILL C-224 BLOCKED AT COMMITTEE: WHAT HAPPENS NEXT?
On October 7, the House of Commons Standing Committee on Health considered Bill C-224, legislation intended to reverse changes to the Food and Drugs Act affecting natural health products.
During the meeting, Liberal committee members voted against every clause of the bill, and Bill C-224 was not passed by the committee.
What does this mean for Canadians who rely on vitamins, supplements, and other natural health products? What happens next for the businesses that manufacture and supply them?
Join us Wednesday evening on The NHPPA Show, where NHPPA President Shawn Buckley will break down what happened at committee, explain the implications, and discuss the next steps in the effort to protect access to natural health products in Canada.
The conversation is not over.

This vote does not end the fight!
On October 7, Liberal members of the Standing Committee on Health voted down every clause. The bill was gutted at committee. It would have taken most natural health products out of the Food and Drugs Act definition of "therapeutic product" and rolled back the changes made through Bill C-47. Shawn Buckley testified to the committee on October 5.
During his testimony before the House of Commons Standing Committee on Health, NHPPA President Shawn Buckley raised serious concerns about Health Canada’s regulatory regime and the consequences for natural health product businesses.
Natural health products are not pharmaceutical drugs. Regulation must recognize that distinction rather than impose a framework that threatens access, innovation, and the survival of Canadian businesses.
Watch Shawn Buckley’s testimony on Bill C-224 and the future of natural health products in Canada and join us for The NHPPA Show on Wednesday, October 14 at 4 PM PT / 7 PM ET, when Shawn will walk through what the committee did, what it means for access, and where the effort to push back Health Canada's over-regulation goes from here.
“$105 TO $165 MILLION IN EXCESS RED TAPE”
During the HESA Committee’s study of Bill C-224, Conservative MP Raquel Dancho, Vice-Chair of the House of Commons Standing Committee on Health, asked Canadian Health Food Association Vice-President Sonia Parmar about the costs of what Dancho described as the increasing “pharmaceuticalization” of natural health product regulations.
Parmar’s answer was striking: she said the industry is anticipating $105 million to $165 million in excess red tape. Dancho noted the impact this could have on Canadian companies trying to manufacture and bring products to market, as well as on Canadians who could face fewer Canadian-made options.

SHAWN BUCKLEY ON BILL C-224
During Monday’s HESA Committee meeting, NHPPA President Shawn Buckley presented his concerns about the regulatory changes affecting natural health products and explained why Bill C-224 is important.
Shawn outlined how changes made through Bill C-47 brought natural health products further under the Food and Drugs Act framework and argued that the additional regulatory burden is unnecessary and risks restricting Canadians’ access to products they have long relied upon.
He also addressed the importance of maintaining a regulatory approach that recognizes the fundamental differences between natural health products and pharmaceutical drugs.
Bill C-224, An Act to amend the Food and Drugs Act (natural health products), is now before the HESA Committee.

LAST CHANCE TO SUBMIT YOUR BRIEF!
If you have not filed a brief to the Standing Committee on Health to support Bill C-224, please do so in the next week. It can be as easy as a single page sharing how you rely on natural health products and want the Committee to support the Bill without any changes.
We have made it easy to file your own brief. We tell you exactly what to do.
Head to https://t.co/yv7NcRh0pw and follow the instructions. File yours. Who knows. You may be invited to testify too.
This week, my Private Member’s Bill, C-224, is now before the Health Committee.
This Bill is about protecting Canadians’ access to the natural health products they rely on every day, while removing unnecessary red tape that threatens choice.
Conservatives will keep fighting to ensure Canadians can continue to access the products they trust to support their health and well-being.
Bill C-224 is flying under your radar: The Harper govt first introduced laws that treat your everyday natural health products as if they are chemical drugs—requiring massive fees and over-regulation.
It's only gotten worse under the Liberals. With $5M/day fines possible for any natural health product they want to keep off the market.
@nhppa is the only org directly mobilising citizens to maintain access to NHPs and to reverse these horrid regulations.
@BlaineFCalkins member's bill, C-224 has made it to the HESA Committee and needs more support than ever.
Send a letter, call your MP. Better yet, write a brief for the committee!
“THIS IS HOW RED TAPE GROWS”
During Monday’s HESA Committee hearing on Bill C-224, Sonia Parmar of the Canadian Health Food Association (CHFA) explained why her organization supports the bill and raised concerns about the growing regulatory burden facing natural health product businesses.
Parmar pointed to the additional requirements facing the sector, including labelling changes, proposed cost recovery, and expanded regulatory requirements. She argued that when regulation is not proportionate to risk, the burden can create barriers for businesses, innovation, and ultimately consumers.
Using the example of a lemonade stand, Parmar illustrated how adding a simple health claim can move a product into Canada’s natural health product regulatory framework—and bring with it a lengthy list of requirements.
She concluded by urging the committee to support Bill C-224, arguing that doing so would not compromise the health and safety of Canadians, but would help protect their ability to choose natural health products made by Canadian businesses.
HESA is scheduled to continue its consideration of Bill C-224 on Wednesday, October 7. Send your letters of support by visiting https://t.co/ixPF1iHVn9

A SPECIAL NHPPA TALK FORUM THIS WEDNESDAY!
What happened behind the scenes at the Allison Inquiry—and what comes next?
Join MP Dean Allison and Shawn Buckley, lead counsel for the Allison Inquiry and President of the NHPPA, for a special live debrief on Wednesday, October 7 at 4 PM PT / 7 PM ET.
They’ll look back at four days of hearings, the 50 witnesses selected from more than 1,400 applicants, what happened after the Inquiry concluded, and where the conversation may go from here.
They’ll also discuss what the experience revealed about engaging with Parliament and how Canadians can make their voices heard on important health issues.
Join us live at https://t.co/42n6OLcuhg.
Please go to https://t.co/BdjGwh2jXE and start sending letters to the members of the Standing Committee on Health. (in particular those that are members of the Current government) ... let them know that Canadians want to protect their access to Natural Health Products and that you support Bill C-224 with no amendments.
@BlaineFCalkins@nhppa
The Liberal government wants to regulate natural health products like pharmaceutical drugs.
Items you may have in your cupboard—like calcium, vitamin D, folic acid, probiotics, and others—are increasingly being swept up in the robust regulatory regime applied to pharmaceuticals.
This means extraordinary additional costs that will harm Canadian health companies, and a reduction in the products regulated and sold in Canada. Ultimately, these changes will limit Canadians’ ability to manage their health as they choose. It will also push consumers to order products from U.S.—much to the benefit of their economy, and to the detriment of ours.
On the basis of risk and proportionality, freedom to choose, and business viability in Canada, the Liberal approach is misinformed, and another nail in the coffin for natural health products in Canada.
Bill C-224–which we’re debating this week at health committee— aims to change that. Follow along here: https://t.co/XdfNLAov4B
The Charter of Health Freedom Petition Must Be Read by Our Government!
Last October we delivered the third-largest paper petition in Canadian history for the Charter of Health Freedom. The sitting government is required by law to respond. A petition of that size does not answer itself. Sitting MPs need to hear that you expect an answer, and that silence is not acceptable.
We have made the next step simple. Go to https://t.co/FSx3miq7kS and take action. Send the e-letter. Then go further. A physical letter and a phone call reach an MP’s office in a way an inbox often does not. Use all three.
The petition was delivered. Now they have to be read and heard in Parliament. That only happens if MPs feel the demand.
Summer is over. The files are open. Send a letter. Make a call. Schedule a meeting with your MP.
