As we continue to invest in world-class infrastructure, we must invest with equal commitment in building the knowledge, skills and leadership capabilities of our officers.

I would encourage strengthened specialised training in AI, data analytics, forensic accounting, international taxation, transfer pricing, digital assets, cybersecurity and advanced financial investigations.

Our officers must also be regularly trained in structured leadership development.

Last year, I had emphasised that a modern tax administration requires not only modern laws and technology, but also modern workplaces, well-equipped offices and a motivated workforce.

I am pleased to see that the Department has made steady progress in advancing these priorities during the past year:

- New office complexes and modernisation projects have progressed wellat Mumbai, Delhi, Bengaluru, Chennai, Noida and other stations

- There has been continued investment in residential and welfare facilities for officers and staff.

2 days from now, I will be inaugurating the new Aayakar Sindhu office complex in Mumbai, which is another important milestone in creating world-class infrastructure.

Over the coming two decades, our collective aspiration is to realise Viksit Bharat by 2047.

The Income Tax Department will play a vital role in improving ease of doing business, promoting compliance and strengthening trust between taxpayers and the State.

I would encourage the Department to follow 7 broad principles:

1. Deepen voluntary compliance

2. Continue simplifying the taxpayer experience

3. Further strengthen tax certainty at the implementation level

4. Harness technology responsibly

5. Build institutional excellence

6. Strengthen public trust

7. Embrace continuous improvement

I would like the Department to focus on 5 priorities, which could be said as the 5Rs of a Responsive Tax Governance -

1. Recognise every taxpayer's concern promptly, acknowledging that all grievances deserve timely attention.

2. Respond with clarity, courtesy and empathy, ensuring taxpayers receive meaningful communication at each stage.

3. Redress genuine grievances fairly and within defined timelines, delivering timely and reasoned resolutions.

4. Reflect on the root causes of recurring grievances, using complaints as an opportunity for institutional learning.

5. Reform the processes, systems and procedures continuously so that similar grievances become increasingly rare.

Our approach should ensure convenience for the honest taxpayer, an opportunity to correct bona fide errors, and firm consequences for deliberate evasion.

Tax certainty is one of the strongest foundations of voluntary compliance. Our long-term objective must shift from ‘litigation management’ to ‘litigation prevention’.

It should rest on 3 pillars:

- Clarity in taxpayer obligations through timely circulars
- Consistency of interpretation across jurisdictions
- Continuous Institutional Learning from appellate orders to inform future reform

Together, these principles reduce avoidable disputes while improving certainty for honest taxpayers.

Now to put more conditions and disturb the House, when the government is willing to have full fledged discussion in the House. Using NEET, using young minds, young students, the Congress party is doing what they are notorious for- disruption of House, no discussion in the House because the truth will come out, and the action taken by the government will all have to come out in the discussion. So they have no cause for further agitation. They don't want that, and therefore they are disrupting. If the government is not sensitive or not reacting, I can understand the opposition going on a tirade like this. At the level of the Prime Minister, a response has been given, in fact much before today's announcement of setting up fast track courts and assuring the punishments will be handed over to those people who violated the sacredness of an exam by leaking the papers, by buying papers, by selling papers. Even earlier to this announcement, the government arrested those people who actually committed this crime. There are people, ordinary citizens who are in the country who for their selfish reason violated and bought and sold papers, leaked papers, they've all been arrested. Today's announcement by the Prime Minister assures the citizens, the mothers and the fathers who are so expecting their children and supporting them to make sure that they pass these examination because it's their career, can see that the arrests have been made. Today, PM has announced that fast track process will be set-rolled and those who have done this terrible crime against the young generation of our country will be punished at the earliest."

We have decided to set up fast-track courts to ensure swift and stringent punishment for those involved in paper leaks. Have directed the concerned authorities and officials to take all necessary steps in this regard. This continues our series of steps for safeguarding the interests of students.

Those who try to harm the future of our youth will not be spared.

देश के युवाओं का हित और उनका भविष्य हमारी सर्वोच्च प्राथमिकता है।

पेपर लीक के सभी मामलों में दोषियों को जल्द से जल्द कठोर दंड देने के लिए, केस के त्वरित निस्तारण के लिए फास्ट ट्रैक कोर्ट्स का गठन किया जाएगा। इस संबंध में निर्देश दे दिए गए हैं कि संबंधित विभाग आवश्यक कार्रवाई सुनिश्चित करें।
