Cambodia's Scam Crackdown Is Emptying Compounds and Filling the Streets
The Cambodian government says 300,000 people have left the country as it tears through scam compounds. The ones who couldn't afford a flight out are sleeping on the streets of Phnom Penh, and in early May dozens of Indonesians were camped outside their own embassy, waiting to be processed and sent home.
Abdul, a Ugandan man who asked CNA not to use his full name, came to Southeast Asia on the promise of a teaching job in Bangkok, and his family sold their land to pay for it. The job evaporated, a data entry offer in Cambodia took its place, and he was moved by van across Thailand, into Laos under cover of darkness, then across a river into Cambodia and down to a town near the Gulf. "You're here to scam. We are scammers. This is a scamming company," he says the managers told him. Police raided the compound a month later and emptied it. He was never paid. He walked out free, undocumented, and broke. "You have no visa. You have no food. You have nowhere to run to," he said from a safe house in the capital, still trying to find a way home.
Operation Shamrock's Erin West calls it a humanitarian crisis, hundreds of thousands of people moved into the country to be forced into the work and then turned loose with no assets and no papers. The people left on the riverside are exactly who the next recruiter is looking for, and the job ads are still circulating, some of them asking specifically for workers already inside Cambodia.
