The UNODC Global Maritime Crime Programme aims to strengthen capacity to prevent and combat maritime crimes on a regional and national basis and improve cooperation among member states to secure shipping routes and rules-based oceans.

The programme, with support from the United States, has been supporting Indian Ocean states in enforcing international and national legal frameworks on maritime crimes.

The EU-funded initiatives have also highlighted new challenges impacting the regional fight against maritime crime that need urgent attention.

According to UNODC, achieving a "legal finish" largely depends on the degree of cooperation, collaboration, and coordination among all relevant stakeholders and partners in the criminal justice chain.

The Prosecutors from the Office of the Director of Public Prosecutions (ODPP) have flagged jurisdictional gaps, weak legal frameworks, and poor handling of exhibits as major hurdles in prosecuting maritime crimes in Kenya.

The forum is being facilitated by UNODC and GMCP experts Pooja Bissoonauthsing, Giuseppe Sernia and Mostafa Elbanna.

The facilitators are taking participants through applicable jurisdiction, judicial cooperation, Mutual Legal Assistance, and intelligence-led investigations and evidence gathering.

UNODC said that although participating states come from different legal traditions-civil, common law and hybrid—they face similar challenges, including the absence of offence-creating legislation.

DPP files 17 new charges against DCI, NIS officers over 2022 kidnapping of two Indians and Kenyan driver.

The Director of Public Prosecutions (DPP) has filed 17 new charges against officers attached to the Directorate of Criminal Investigations (DCI) and the National Intelligence Service (NIS) in connection with the alleged kidnapping of two Indian nationals and their Kenyan driver in 2022.

The suspects, Peter Gachiku, James Tanki, Joseph Mbugua, David Kipsoi, Joseph Mbaya, John Kamau, Hillary Kipchumba, Stephen Matunda, Simon Gikonyo, Paul Muriithi, Bonface Mtulia, Elikana Mugendi, Fredrick Kamau, John Mavhari and Michael Bett, are scheduled to appear before the Kahawa Law Courts on 7th September 2026, for plea-taking.

The Kahawa Law Courts issued the summons for the 15 suspects to appear before Senior Principal Magistrate Njeri Thuku.

The suspects will face charges including kidnapping with intent to murder, contrary to Section 258 of the Penal Code; conspiracy to commit a felony, contrary to Section 393 of the Penal Code; and subjecting a person to cruel, inhuman or degrading treatment, contrary to Section 51(3) of the National Intelligence Service Act, No. 28 of 2012.

They will also face charges relating to forgery, committing cruel, inhuman and degrading treatment, and cooperating in the execution of cruel, inhuman and degrading treatment.

Prosecution has told court that on July 22, 2022, in Nairobi County, the suspects, while travelling in four motor vehicles alongside other persons whose identities are yet to be disclosed, trailed and intercepted a vehicle carrying Mohammed Zaid Sami Kidwai, Zulfiqar Ahmed Khan, both Indian nationals, and Nicodemus Mwania Mwange, a Kenyan driver.

The new charges were filed after the High Court terminated the earlier murder proceedings against the accused persons, paving the way for the prosecution to institute fresh charges based on the available evidence.

The prosecution team comprises Victor Owiti, Betty Rubia, Bridgit Atieno, Anthony Musyoka, James Machirah, Kennedy Amwayi and Harrison Kiarie.

The Director of Public Prosecutions, Renson Ingonga, CBS, OGW, joined the President of the Republic of Kenya, H.E. William Samoei Ruto, other leaders and Kenyans in commemorating Katiba Day.

The occasion provided an opportunity to reflect on the significance of the Constitution of Kenya, 2010, as the supreme law that continues to shape the country’s governance, democracy, protection of rights and freedoms, and administration of justice.

The DPP’s participation reaffirms the Office of the Director of Public Prosecutions’ commitment to upholding constitutionalism, the rule of law and access to justice in the discharge of its mandate.

Katiba Day also serves as an important reminder of the collective responsibility of State institutions and citizens to safeguard the gains made under the Constitution and promote a just, democratic and accountable society.

Court orders mental assessment for four suspects in psychiatrist’s murder

A Nairobi High Court has granted 14 days for the mental assessment of four suspects accused of the murder of psychiatrist Dr Victoria Nthunya Mutiso.

The suspects are politician Rose Mbithe, her daughter Angela Mulwa, her son Chris Mulwa and Police Constable Elijah Kibelion Kimoi.

The court order allows the suspects to undergo mental assessment before they are required to take plea in the murder case as per the law.

The Director of Public Prosecutions (DPP) has approved murder charges against the four suspects following the conclusion of preliminary investigations by the Directorate of Criminal Investigations (DCI) into Dr Mutiso’s death.

Until her death on 29th July 2026, Dr Mutiso was a psychiatrist and former Director of the African Institute of Mental and Brain Health.

Further, the court has directed that Chris Mulwa and Police Constable Kibelion be remanded at the Nairobi Remand, while Mbithe and her daughter Angela will be held at Langata Women’s Prison.

The case will be mentioned before Justice Alexander Muteti on 23rd September 2026, when the four suspects are expected to take plea.

DPP charges Embu man with murder, hiding body

The Director of Public Prosecutions (DPP) has today charged Josephat Kamenchu with the murder of Lawrence Muriuki Njiru, who was allegedly killed in Gichaverere Village, Itabua, Embu County.

Kamenchu was arraigned before the Embu Law Courts and charged with murder contrary to Section 203 as read with Section 204 of the Penal Code.

He denied the charges and told the court that he had been assaulted while in police custody.

Principal Prosecution Counsel Peninah Mwaniki told the court that the accused and the deceased were working on a farm when Kamenchu allegedly hacked the deceased to death in circumstances that are yet to be established.

The prosecution further told the court that Kamenchu allegedly concealed the body by burying it on the farm and planting a banana tree over the spot. The body was later discovered after the ground where it had been buried sank.

Following the accused’s allegations of assault while in custody, the court directed that he be taken for a medical examination and that a medical report on his condition be filed in court.

The case will be mentioned on 29th September 2026.

ODPP hosts U.S. Department of Labour Research delegation

The Office of the Director of Public Prosecutions (ODPP) today hosted a delegation from the U.S. Department of Labour Research, Bureau of International Labour Affairs, to explore areas of collaboration in combating child labour.

The delegation was received by Jacinta Nyamosi, OGW, Senior Deputy Director of Public Prosecutions and Head of the Department of Offences against the Person.

Discussions focused on potential areas of collaboration, including the development of an ODPP Child Labour Handbook and capacity building for prosecutors and police officers on the investigation and prosecution of labour-related offences.

Ms. Nyamosi urged the delegation to consider establishing exchange programmes for prosecutors to enhance their capacity to address emerging trends and challenges in the investigation and prosecution of child labour cases.

The delegation was also briefed on the ODPP’s interventions aimed at combating child labour, including public awareness and community engagement initiatives.

Ms. Nyamosi explained that the ODPP had sensitised prosecutors on child labour issues, conducted community engagement and awareness programmes, and participated in activities to mark the World Day Against Child Labour.

The U.S. delegation, led by Caleb Owen, commended the ODPP for its efforts in addressing child labour and reaffirmed its commitment to supporting the Office in strengthening the prosecution of labour-related offences.

The engagement provided an opportunity for both institutions to identify practical areas of collaboration aimed at strengthening the criminal justice response to child labour in Kenya.

DPP Ingonga Calls for Stronger Capacity to Combat Rising Cybercrime and Fintech Fraud

Director of Public Prosecutions Renson M. Ingonga, CBS, OGW, has called for stronger collaboration and enhanced technical capacity among justice sector actors to effectively combat the rapidly evolving threat of cybercrime and fintech-related offences in Kenya.

The DPP made the remarks today when he officially opened a three-day joint Office of the Director of Public Prosecutions (ODPP)–Safaricom PLC Capacity-Building Workshop on the Prosecution of Cybercrime and Fintech-Related Crimes at the Argyle Grand Hotel in Nairobi.

DPP Ingonga described the workshop as a critical step towards strengthening the ODPP’s capacity to safeguard Kenya’s increasingly digital economy, noting that while technological advancement has delivered significant benefits, it has also created new opportunities for criminals.

DPP to charge Turkana County officials Over alleged Ksh. 62 million fraud

The Director of Public Prosecutions (DPP) has approved corruption-related charges against four officials of the County Government of Turkana and a private company over the alleged unlawful acquisition of public funds amounting to Sh62 million.

The suspects are Peter Long’ole Apua, Betty Emathe Asimit, Christopher Imuron Apua, Long’ole Apua Moses, and Apuco Holding Group Limited who are set to face charges related to conflict of Interest, Unlawful Acquisition of Public Property, Money Laundering, and Using Proceeds of Crime.

The suspects will take plea over allegations of unlawfully acquiring public property amounting to Ksh. 62,047,757.30 an amount alleged to have been paid to Apuco Holding Group Limited through tenders awarded under circumstances involving conflict of interest.

Six individuals have been charged over the alleged irregular procurement of land valued at KSh. 50 million for the construction of a health centre in Umoja Lanet Ward, Bahati Sub-County, Nakuru County.

The accused persons are Judyleah Gathoni Waihenya, Chief Officer, Department of Lands, Housing and Physical Planning and Accounting Officer, Samuel Wachira Gachigi, Acting Director, Supply Chain Management Services, Ann Wangui Muya, Departmental Accountant; Jane Karungari Muriuki, Senior Physical Planner, Sammy Munga Nyagah, Deputy Director, Administration, and Samuel Githure Maina, the vendor of parcel No. LR Dundori/Lanet Block 5/894.

The six accused persons face 10 counts including, Conspiracy to Commit an Economic Crime, Engaging in a Project Without Prior Planning, Wilful Failure to Comply with the Law Relating to Procurement, Forgery and Abuse of Office, among other related offences.

It is alleged that between October 2019 and October 2020, the accused persons conspired to commit an economic crime involving KSh. 50 million, being public funds in respect of Tender No. NCG/DP/LHPP/05/2019/2020 for the purchase of land for a health centre in Umoja Lanet Ward, Bahati Sub-County.

It is further alleged that the project was undertaken without prior planning and that there was failure to comply with the applicable procurement requirements, including ensuring availability of funds for the procurement process.

Five of the accused persons were arraigned before the court yesterday and pleaded not guilty to the charges, while the sixth accused person will take plea at a later date.

The five accused persons were released on a bond of KSh. 2 million with one surety of a similar amount, or a cash bail of KSh. 250,000.

The matter will come up on 23rd September 2026 for further directions.
