Schaaf's budget message includes this:
Some functions are shifted away from OPD and the police budget will be 18% of all funds expenditures.
But overall, the police will continue claiming a major share of general funds, 45.2%, which is higher than historic average. #OakMtg

For anyone wondering why we fought so hard to undo the Mayor/Administrator's cuts to fire department services, and also added in our budget amendments (which Council passed 4/12) funding to start fire prevention work earlier in the year -- fire season is getting longer and worse!
Possible other reasons for the delayed release of the budget: tens of millions in federal funds made recently available to the city, appointment of a new city finance director in mid-March (in midst of the budget process).
In a short email to the City Councilmembers on 4/30, Schaaf wrote that city staff "have been working day-and-night to deliver a budget proposal by May 1. I am sorry that circumstances dictate-as they frequently have during this unprecedented year-that we need a little more time."
