@stephen_abbott @opencontracting I haven't read the article but I think the tweet is referring specifically to the fact that the principles of #OpenContracting are being demonstrated through citizen monitoring in Rwanda. Which is different from saying that OC has been officially adopted in Rwanda.

@nochieonukwue @olabode_jnr To my knowledge, since she was over 30 years old and had lived in the UK throughout her life, she was exempt according to the law. The certificate was simply to ratify that.

@olabode_jnr @nochieonukwue Hmm. Was she exempt or not? If she was, it was clearly not in her interest to obtain a fake certificate. So how all this her fault? She probably did the right thing to resign (for not verifying) but no one should incriminate her for anything. Someone at NYSC should!
