So to clarify better, the video we post there plots the following:
Take the debt threshold for the "bad" equilibrium -b_bar-, and assume investors are optimistic, that is, their prior belief is that default probability is zero. They solve the fixed point for the actual probability of default, that is P(b(+1)>b_bar). Which is the fixed point you see in that video, starting from P=0. As there is more uncertainty, the fixed point converges to P=1.
The video shows that process
Bottom line: fiscal uncertainty shrinks the range of multiple equilibria for self-fulfilling defaults.
-Low uncertainty: default risk jumps from 0 to 1, as under certainty.
-Medium: partial jumps. Spreads can reflect fundamentals or self-fulfilling fears.
-High: only one equilibrium, given by fundamentals.
