Cost-effectiveness analysis can feel like a black box.
Which costs to include? How long does impact last? How should spillovers be measured?
These choices shape results, yet they're often not explicit or clear.

IPA Rwanda is supporting @REBRwanda and @unicefrw in the national rollout of the Continuous Professional Development (CPD) Module within the Teacher Management Information System (TMIS), the platform that now manages over 100,000 public school teachers.
The CPD Module builds on TMIS functions already covering recruitment, transfers, maternity leave, and scholarships, giving REB a centralized digital platform to plan, track, and evaluate teacher training nationwide.
Uganda’s education sector does not lack data. The challenge is turning that data into better decisions and stronger education outcomes.
At the 5th #EdLabUganda Retreat, IPA joined government, researchers, universities, and partners to strengthen evidence use across the sector.
Participants aligned around key priority areas:
→ Strengthen use of national data systems
→ Improve evidence translation & visualization
→ Launch a National Teacher Status Study
→ Develope a new monitoring & evaluation framework
→ Institutionalize evidence-sharing spaces
It aims to generate publicly available data to better understand long-term social and economic development, and to measure the long-run impact of social innovations that improve lives.

There’s no shortage of evidence on what works. But evidence alone doesn’t scale impact. Scaling means embedding interventions into systems, institutions, and norms; so impact lasts. That requires more than replication. It requires a systematic approach from the start.
