Third Planning Meeting of the Multinational Maritime Defense Coalition (MMDC) Held, with Participation of 39 Countries in Jeddah

The Third Planning Meeting of the Multinational Maritime Defense Coalition (MMDC) was held in the city of Jeddah at the headquarters of the Western Fleet Command, with representatives from 39 friendly and brotherly nations participating — a key step toward activating the coalition.

The number of countries that have signed the joint statement reached 15, while 13 countries have completed their national procedures and signed the coalition’s charter, officially announcing their accession. This marks the effective launch of the coalition’s institutional and operational activation phase, while the remaining countries continue completing the national procedures required to join.

This development comes alongside accelerating progress in completing the coalition’s institutional foundations, including the appointment of a coalition commander from the Kingdom of Saudi Arabia, agreement that the deputy coalition commander will be from the Islamic Republic of Pakistan in its first term, and the determination of the coalition’s designated command headquarters and the adoption of its emblem — alongside completing the organizational and planning frameworks and reference documents needed to begin its work.

The Third Planning Meeting also contributed to finalizing the operational arrangements for activating the coalition’s multinational bodies and leadership, in preparation for beginning the reception of officers and cadres from member states within the joint command and staff structure, the joint maritime operations and coordination center, and the coalition’s intelligence center — accelerating the buildup of operational capabilities and enhancing readiness to carry out its defense missions within its area of responsibility.

With numerous countries completing their national procedures and the coalition beginning to activate its bodies and leadership, the coalition enters a new phase of joint action, transitioning efforts from building frameworks and structures to activating and integrating member states’ capabilities, in preparation for reaching the operational readiness needed to implement the tasks assigned to the coalition — reflecting participating states’ determination to build an effective maritime defense partnership capable of enhancing security and maritime stability, protecting freedom of navigation and shared interests, and contributing to regional and international security and stability, in accordance with the coalition’s charter, reference documents, and international law.

Joint Statement of the Founding States on the Establishment of the Multinational Defensive Maritime Coalition

The Governments of the Founding States of the Multinational Defensive Maritime Coalition, met in Riyadh, Kingdom of Saudi Arabia, on 30 July 2026, to reaffirm their steadfast commitment to the purposes and principles of the Charter of the United Nations, the provisions of international law, international treaties, and internationally recognized rules and norms.

They recognize the growing challenges facing global maritime security and the imperative to strengthen collective maritime defense cooperation in order to safeguard freedom of navigation, protect international trade routes, and secure global energy supply routes in the Bab al-Mandab Strait, the Red Sea, and the Gulf of Aden.

They further affirm their conviction that maritime security is a shared responsibility and that cooperation and coordination among States constitute the fundamental pillar for addressing common and transnational maritime threats, thereby contributing to enhanced global security, stability, and prosperity.

Accordingly, the Founding States have agreed and adopted the following:

* To announce the establishment of the Multinational Defensive Maritime Coalition as a framework for maritime defense cooperation aimed at enhancing maritime security, safeguarding freedom of navigation, securing international trade routes and global energy supply routes, and protecting shared maritime interests in the Bab al-Mandab Strait, the Red Sea, and the Gulf of Aden, in accordance with international law, the relevant United Nations conventions, and internationally recognized norms.
* The States participating in this Statement shall continue to complete their respective domestic procedures required for the formal accession to the Charter of the Multinational Defensive Maritime Coalition, in accordance with their respective constitutional and legal requirements.
* To strengthen cooperation in the fields of maritime security, information and intelligence sharing, operational planning, joint exercises, lessons learned, training, capacity building, and the conduct of joint maritime operations, in accordance with the provisions of the Charter.
* To affirm that participation in the Coalition’s activities and operations shall remain a sovereign decision of each State, in accordance with its national laws, regulations, and procedures.
* To affirm that the Coalition is exclusively defensive in nature, is not directed against any State, coalition, or international organization, and shall conduct all its activities in full compliance with international law, while respecting the sovereignty of States and safeguarding freedom of navigation.
* To invite States that share the Coalition’s objectives and principles to accede to its Charter in accordance with its provisions, thereby expanding cooperation and strengthening collective maritime security in the Bab al-Mandab Strait, the Red Sea, and the Gulf of Aden.
* The Kingdom of Saudi Arabia shall serve as the Founding State and Leader of the Coalition and shall host its permanent headquarters.
* To establish the Joint Command, the Command and Control Center, the Joint Maritime Operations Center, and the General Secretariat in the Kingdom of Saudi Arabia as the Coalition’s principal executive bodies.

The Founding States reaffirm that the establishment of the Multinational Defensive Maritime Coalition represents a strategic step toward enhancing maritime security in the Bab al-Mandab Strait, the Red Sea, and the Gulf of Aden, strengthening defense cooperation among Member States, and promoting stability and prosperity. It also complements international efforts to maintain international peace and security in accordance with the provisions of international law.

#Statement | Further to the two statements issued by the Ministry of Foreign Affairs on Monday, July 27, 2026, and Tuesday, July 28, 2026, concerning the reprehensible drone attacks carried out against the Kingdom by Iran-backed militias in Iraq, and reaffirming the Kingdom’s determination to deter the perpetrators and its right to respond, the Ministry affirms that this continued aggression by Iran-backed terrorist militias in Iraq came at a time when the Kingdom was exerting every effort to help de-escalate tensions in the region in a manner that preserves its security and stability. Instead, these Iran-backed terrorist militias chose a reckless path of escalation, in blatant violation of international law, in disregard of the obligations of Islamic brotherhood, including adherence to the principles of good neighborliness.
