Africa Is Permanently Discussed. Its Knowledge Must Now Decide.
After every flood, the researchers arrive.
They photograph the waterline, interview families, publish, get cited. The drain stays blocked. Next rains, water and researchers return to the same street.
I call it reactive research: after disaster, changing no decision.
Africa's knowledge systems have not evolved with the demands of now, so in decisions shaping millions of lives it is the topic, not the one holding the numbers.
Africa holds some 30 percent of world mineral reserves.
One analyst puts its critical minerals share below 5 percent.
Both are repeated. Neither is settled.
Yearly, 12 million young Africans seek work. About 3 million find it.
So let us be clear.
A continent that cannot settle its most quoted number is not poor. It is uncounted. When the buyer brings money and scale, the seller never names the price: the measurement monopoly.
With fees rising, jobs changing and AI rewriting learning, what is a university for?
AI summarises what is written. It cannot stand at a mine gate, market or drain to count what never was. That is research's new work.
Research is the turbocharger, decision intelligence (what, who, when) the engine, and policy, action, impact and jobs the road.
The researcher must be the doctor: diagnose, prescribe, never follow the patient to the pharmacy, always check again.
In 2023 an African country recorded USD 15.94 billion of copper and cobalt to China; China recorded USD 13.95 billion. Same cargo, two books, never compared.
Young Africans already count weekly what nobody counts: in Nigeria and Côte d'Ivoire, the farmer's share of world cocoa prices.
Most of what Africa needs is already collected: sleeping data until tied to a decision.
The shift: projects that end to decisions that move, research after disaster to before it, sleeping data to a number a minister uses tomorrow.
Tomorrow's university must:
Take questions from decisions on the table.
Send students to count what is missing.
Validate before publishing.
Hand evidence to the decider.
Measure again; publish failures too.
That is what United Nations University Institute for Natural Resources in Africa (UNU-INRA) exists for:
Bring universities the questions governments are deciding.
Name young researchers on evidence that moves them.
Carry every finding to the decider first.
Convene governments, the AU and universities around agreed numbers.
Show Africa's governance of minerals, food, fire, flood, land, water and energy in its own numbers.
What one country proves carries to 54 and to any university facing AI: what is knowledge for, if not to change what happens next?
Count it. Keep it. Convert it. Circulate it. Create the jobs it brings.
My grandmother used to say:
"Knowledge that never reaches the farm is only a story told by the fire."
She was right.
Research that moves no decision is unfinished work.
Africa is not poor. Africa is uncounted.

A child’s access to emergency healthcare should never depend on having cash in hand.
This disturbing account alleges that this woman had to leave her sick child and struggle to find cash because a Lagos General Hospital would not accept bank transfer or POS payment, forcing her to negotiate with a designated POS operator at an inflated charge (N600 to collect N13,000) before her child could receive attention.
She was fortunate to eventually get the cash elsewhere at a better price. What happens to the next parent who cannot?
In an emergency, every second matters. Lagos State’s Patient Bill of Rights guarantees patients urgent and immediate care during emergencies.
We call on the @followlasg, @LagHealthScheme, and relevant health authorities to investigate this allegation, review payment systems across public hospitals, and ensure that payment challenges never become a barrier to care.
Healthcare first. Payment should never cost a life.
