Today, the Ukrainian army is effectively the main army in Europe that can deter and resist large-scale aggression over a long period of time. And after this war, this must remain the case.
The existence of such an army should help prevent any future aggressive moves by Putin. That is why we need to start thinking now about how to provide the funding the Ukrainian army will need in the years ahead.
If we want Europe to have the strongest army, one that can truly respond to any threat, this is only possible with long-term cooperation with Ukraine and long-term support for the Ukrainian army. This is a realistic new security architecture for Europe.

On Kristallnacht, November 9, 1938, Aracy de Carvalho watched Hamburg burn.
The next morning she hid a Jewish family in her apartment.
Aracy was 30 — a Brazilian clerk at the Hamburg consulate. A divorced single mother from a small town who spoke German, French, and English. Not a diplomat. Just chief of the Passport Section.
Brazil’s dictator had secretly ordered consulates to reject Jewish visas. Most obeyed. Aracy refused.
She processed Jewish applications, walked them personally to the consul, and got them approved. She worked around the Nazis’ red “J” stamps and sheltered families before they sailed.
In 1938 she partnered with João Guimarães Rosa, the assistant consul. Together they ran a quiet rescue operation for four years. Hundreds of Jews — including the Bertel-Levy, Tuch, and Kazenstein families — reached safety in Brazil.
Aracy never sought credit.
She married Rosa in 1940 and stayed in the background while he became a literary giant.
For decades almost no one knew.
Then survivors spoke.
In 1982 Yad Vashem named her Righteous Among the Nations — the only Brazilian woman ever honored, and the only woman featured in their “Visas for Life” exhibit alongside Wallenberg and Sugihara.
Aracy de Carvalho, the Angel of Hamburg, died in 2011 at 102. A small-town clerk who used a stamp, a signature, and quiet courage to save hundreds of lives and thousands of descendants.
She simply did what her heart demanded when most did not.

In nur zehn Jahren sind die Ausgaben für Gesundheit um 70 Prozent gestiegen, das Bruttoinlandsprodukt ist währenddessen nur um 50 Prozent gewachsen. Gesundheit ist - neben den Pensionen - hauptverantwortlich für das enorme Budgetdefizit - zusammen machen die beiden Kostentreiber mehr als die Hälfte der Mehrausgaben seit 2019 aus.
Im neuen Doppelbudget sind für den Gesundheitsbereich aber keine Einsparungen vorgesehen. Dabei wären auf jeden Fall welche zu erreichen, ohne die Versorgung zu verschlechtern:
Ein Selbstbehalt von zehn Prozent, nach oben beschränkt auf 700 Euro jährlich, würde das Gesundheitssystem nicht nur finanziell entlasten, sondern auch Arztbesuche würden zurückgehen. Da Österreich pro Kopf die meisten Arztkontakte in Europa hat (circa fünf mal so viele wie Schweden), würde das die Versorgung eher verbessern als verschlechtern.
Auch die Nutzung von Generika würde Geld sparen. Und: Wären die Ausgaben für Krankenhäuser seit 2015 nur mit dem BIP gestiegen, lägen sie heute um knapp drei Milliarden Euro niedriger. Auch in der Effizienz des Spitalsmanagements schlummert also Potenzial.

Among all the European nations that have already joined the European Union or see such a prospect for themselves, Ukraine is the one making the greatest sacrifices for Europe. We are not simply carrying out internal reforms, nor are we simply going through a transformation. We are fighting for our state, for our independence, and for our right to choose our own path and to be Europe.
And this right of ours is at the same time the right of every nation in our region. We are fighting for our freedom and theirs, for Europe for ourselves and for them – for the Baltic states and for Poland, for Hungary and Slovakia, for Romania and Moldova, and for the peoples of the Caucasus.
That is why the fate of Europe is being decided here – it is being decided in Ukraine, in this war, and in how this war ends – and whether Russia will still have the strength and the desire after this war to threaten the existence of Ukraine and its other neighbors, and the entirety of Europe.
That is why we must end this war with dignity and with guaranteed security. And this is what we will discuss with our partners during the G7 Summit in France, and later at the European Council Summit and at the NATO Summit in Ankara.
