For web I rec. scale directly to the output size you want - no intermediate scaling, use bi-cubic sharper. Set view to 100%. Apply: Filter>Sharpen>Sharpen then ctrl/cmd-f and fade to around 50% or to taste - while in the fade tool you may also set sharpen mode to luminosity.
