4. We must separate support from surveillance.
Financial and material supports must be accessible to families free from involvement in the family policing system.
Black, Latine, Indigenous, and low-income pregnant and parenting people—as well as their newborns—are disproportionately harmed by these severe violations of bodily autonomy, family integrity, and medical ethics. #RepealCAPTA
“The system isn’t designed to support safety, stability, & well-being. The system as it is structured in CAPTA is designed as a system of surveillance, investigation, prosecution, & what’s called 'treatment.'” - Angela Burton (@SankofaRose), Co-Convener of Repeal CAPTA Coalition
This operational framework has facilitated a vast expansion of surveillance & criminalization of disproportionately Black, Latine, Indigenous, & low-income white families.
“We are told by our supervisors & by our agencies that we must make a report—that our professional discretion, or our obligation to this family, or our relationship to this family doesn’t matter, because this law & this liability comes first.” - @Jasmine_MSW, Policy Consultant
CAPTA’s framework of mandated reporting violates the integrity of families’ relationships to their therapists and social workers. In doing so, this practice shatters the ability of families to access services and build relationships in ways that can truly treat and prevent harm.
