Here's why this is so ridiculous: border encounters surpassed 3,000 a day (average) in 28 out of 38 months in which Title 42 was in effect!

So we have clear empirical evidence that restarting Title 42 (or a similar authority) won't reduce crossings below 3,000 a day. Just won't.
