Timor-Leste's main gas field, Bayu-Undan, closed in June 2025, ending the hydrocarbon revenue that had funded most of the countryโs budget. Presenting the central bank's Report on Economic Performance in March 2026, Hรฉlder Lopes was candid about what preceded the recovery: "Our economy has begun to recover and is showing resilience, but there is one important point to note: between 2022 and 2025, we experienced four economic recessions." He pointed to political deadlock and external shocks as the cause: "We must maintain this positive trend of economic growth and prevent political deadlocks from recurring in the country."ย
Hรฉlder Lopes, Governor of the Banco Central de Timor-Leste, is the one rebuilding the country's financial system around what replaces it. โDigital autonomy is not about achieving absolute technological independence. The focus should be on minimising unwanted strategic dependencies and ensuring freedom of choice when switching between vendors.โ
His broader message was that organisations should strengthen their resilience by increasing optionality, reducing vendor lock-in and maintaining the ability to switch when circumstances require it.
He has spent his career at the centre of financial regulation, chairing ESMA for a decade and now overseeing bank supervision at De Nederlandsche Bank (DNB).
