On June 23, during London Climate Action Week 2026, the panel "Pathways for Resourcing Community-Led Climate Solutions"—organized by The Global South House—culminated in a crucial dialogue exploring how traditional financing mechanisms continue to reinforce North–South hierarchies.

The discussion invited philanthropic organizations and Indigenous leaders to reflect on the urgent structural changes needed to redirect financial flows toward a just climate transition that starts directly within local territories.

Hosted by RELX, the event featured six distinguished speakers: Anny Andaryati (Samdhana Institute), Alexandria Reid (Global Witness), Jodi-Ann Xuan Wang (Just Transition Finance Lab), Josimara Baré (Rede de Fundos Comunitários da Amazônia), Luiz Andrade (COP30 Presidency), and Maria Amalia Souza (Fundo Casa Socioambiental).

Together, they shared diverse perspectives and powerful, practical examples from Global South funds, clearly demonstrating how locally led approaches can effectively reshape the future of climate finance.

Bagi Masyarakat Adat Syuglue Woi Yansu, hutan adalah sumber kehidupan yang harus dijaga demi keberlanjutan hidup. Oleh karena itu, penetapan status hutan adat seluas 16.493 hektare oleh Kementerian Lingkungan Hidup dan Kehutanan (sekarang Kementerian Kehutanan) pada 2022 lalu menjadi momen yang sangat penting. SK yang mencakup wilayah Kampung Pupehabu, Bring, Hyansip, dan Jagrang di Distrik Kemtuk Gresi, Kabupaten Jayapura ini menandai keberhasilan perjuangan mereka dalam merebut kembali hak atas tanah leluhur. Masyarakat pun kini aktif mengelola potensi hutan, mulai dari berkebun kopi, kakao, dan sagu, hingga melakukan rehabilitasi untuk memulihkan area yang sempat rusak. Pemerintah Provinsi Papua secara resmi mengimplementasikan Program Result Based Payment (RBP) REDD+ Green Climate Fund (GCF) Output 2 untuk mendukung pengelolaan hutan berkelanjutan dan pembangunan rendah karbon di Papua. Implementasi ini ditandai dengan pelaksanaan Kick Off program yang berlangsung di Kota Jayapura, Kamis (18/6/2026).

Mewakili Gubernur Papua, Asisten III Sekda Papua Suzana Wanggai mengatakan bahwa Pemanfaatan dana RBP REDD+ harus memberikan dampak yang terukur, berkelanjutan, dan dirasakan langsung oleh masyarakat, khususnya Masyarakat Adat sebagai penjaga utama hutan Papua.

Plt Kepala Dinas Kehutanan dan Lingkungan Hidup Papua, Yaconias Maittindom, menjelaskan bahwa ini merupakan bentuk apresiasi atas kontribusi Provinsi Papua dalam upaya pengurangan emisi dari deforestasi dan degradasi hutan. Dana tersebut akan digunakan untuk mendukung sejumlah program prioritas, antara lain penguatan Kesatuan Pengelolaan Hutan (KPH), rehabilitasi hutan dan lahan, program Kampung Iklim, pengendalian kebakaran hutan dan lahan, pengelolaan hutan lestari, konservasi keanekaragaman hayati, serta penguatan kelembagaan REDD+ di tingkat provinsi.

Terpisah, Kepala Bidang Perencanaan Kehutanan Dinas Kehutanan dan Lingkungan Hidup Papua, Estiko Tri Wiradyo, menambahkan sebagian pendanaan tahap awal akan difokuskan pada penguatan sistem pendukung REDD+, termasuk kegiatan monitoring, reporting, and verification (MRV) serta penyusunan laporan emisi.

Sebagai bagian dari implementasi REDD+ di Indonesia, Pemerintah Indonesia telah menerima pembayaran berbasis hasil (Results-Based Payment) atas capaian kinerja pengurangan emisi periode 2014–2016. Dana tersebut disalurkan ke berbagai provinsi melalui Proyek Badan Pengelola Dana Lingkungan Hidup (BPDLH) Result Based Payment (RBP) Reducing Emission form Deforestation and Forest Degradation (REDD+), Green Climate Fund, Output 2 untuk Kategori Pemanfaatan II di Provinsi Papua. Dinas Kehutanan dan Lingkungan Hidup Provinsi Papua menjadi penerima manfaat dan Samdhana menjadi Lembaga Perantara (Lemtara) untuk pelaksanaan program ini.

The Higaonon community has protected Mt. Hablaon as a community-led conservation area in the mountains of Opol, Misamis Oriental, Philippines. This initiative proves the true power of grassroots action. Samdhana works with the community to advance environmental recovery by restoring native forests, safeguarding public health, and pioneering sustainable agroforestry. By putting the community at the center, with dedicated traditional leadership and backed by civil society solidarity, they are showing the world that green development is entirely within reach.

Among the key insights emerging from the dialogue are:
🌿Efforts to access climate finance through national intermediaries or direct access to indigenous peoples continue to encounter challenges in complying with the complex administrative and fiduciary requirements of existing climate funds
🌿 Financing initiatives that contribute to just transitions need to do more than just reduce carbon emissions, it must align with local needs and realities and contribute towards sustainable and long-term development, ensuring that no one is left behind.
🌿 Inclusion and meaningful participation of all stakeholders must be strengthened in ASEAN to strengthen local capacities and widen engagement in the design and effective implementation of climate initiatives
This marks the first in a series of sub-regional dialogues organised by the ALAM project, supported by the ASEAN UK Green Transition Fund.

Indigenous peoples and local communities hold valuable traditional knowledge that allows them to use natural resources sustainably and in harmony with nature. They play a crucial role in reversing biodiversity loss through local initiatives. For instance, the Moi Kelim tribe in Tambrauw, Southwest Papua, effectively manages their customary forest ecosystem, which supports a diverse range of wildlife. Recognizing the contributions of indigenous peoples and local communities is essential for global sustainability. Samdhana continues to support these communities to gain recognition and access to resources.

Representatives from ASEAN Member States (AMS) and other key stakeholders convened virtually to explore pathways for increasing climate finance from available sources across the region including the Green Climate Fund (GCF).

Key discussions during the forum include:

🌿 There remains a significant finance gap that prevents AMS from meeting the mitigation commitments set out in their NDCs; and

🌿 Continued learning and collaboration among ASEAN Centres on the accreditation process and in developing projects under various ASEAN plans are essential to strengthen climate action in the region.

Financing for climate adaptation must shift from complicated bureaucracy to funding directly to indigenous communities and grassroots organisations who are the ones directly addressing the impacts of the climate crisis. This system must be based on flexible mechanisms, allowing Indigenous People to lead climate adaptation according to their traditional knowledge.

We conveyed this approach in the parallel session on May 11, 2026 at the 20th International Conference on Community-Based Adaptation to Climate Change (CBA 20) in Manila. Nurul Hidayah, Head of the Capacity Development Programme in Indonesia, presented examples of Samdhana’s work with communities in Papua. The Namblong indigenous women, supported through grants and accompaniment, increased their agency to broaden the cultural learning space in their community, promote their local foods, and ensure planting of native trees. Their work engages the youth - ensuring that the next generation is already onboard the community’s multiple efforts to adapt to the changing climate.

Their story reflects an equitable approach to community-based adaptation - both in enabling access to funding, and ensuring the leadership and benefit of women. The Namblong Women’s efforts help to create a safe space for indigenous women to organise and lead. This mechanism strengthens the climate solution because indigenous communities, especially indigenous women, best understand the need for the protection of the forests, waterways and seas that serve as their grocery, hospital and place of worship and sources of income, for their future.
