That argument is deliberately misleading.
A country investing in infrastructure does not mean it has abandoned its children. By that logic, every European country would have to stop building stadiums, highways, museums and airports until every social problem disappeared.
And let's be honest about the wording: Moroccan minors are not a financial invoice that Spain gets to weaponize against Morocco.
If Spain has a problem with the cost of managing minors arriving through its territory, debate migration policy, bilateral agreements and EU responsibility.
But don't turn a World Cup stadium into an excuse for nationalist resentment.
Morocco is allowed to develop, invest and host the world. It doesn't need Spain's permission.

The overwhelming majority of Moroccans who move to Europe do so through legal channels (work visas, study, family reunification, and highly skilled migration) including doctors, engineers and IT professionals.
The irregular migration issue is a much smaller part of the picture (Moroccans).
But most of illegal migrants from (Algeria, Sudan, Yemen, Africans) use Ceuta and Melilla Spanish controlled territories in North Africa, surrounded by Morocco, as the easy way to Hack the UE because Spain it will be forced to move them to the mainland in Europe.
