Transcendence cuts both ways. The further you climb, the more your growth slows. With no one left to raid and no one willing to raid you, level gains begin to stall at the top. Transcendent realms grow only as fast as worthy challengers appear. It's quiet at the top.

Level 10 is a soft limit: it's the most you can buy. Purchased location upgrades max out at Level 10, and at that point upgrades can only maintain the location at level 10. But raids can take locations further - raiding/defending well can push you past level 10 for each location.

As your location levels gain momentum through raiding/defending, you can transcend far enough that it's a liability for other realms to take on the risk of raiding you. The consequence of that is you have less realms within your range that you can raid, stalling your level gains.
