this is fkn insane i just realised in past 28 days we've had 4 different sera Q's and none of it was even in the patch notes. we've had:
- pre fix Q
- post fix Q
- post fix-hotfix Q
- and now post fix-hotfix-revert Q

and after all of this its back to being bugged

🚨Sera Q got hotfixed, her Q radius reduced by ~25, now it's back to matching old radius.
It's still better than last patch though and hits register faster and more consistent. Edge-hitbox Q hit logic stayed. It just matches visual now.

Zoe changes:
- W base damage reduced from 20 - 60 to 15 - 55
- W AP ratio reduced from 15% to 10%
- E cooldown increased from 16 - 12 seconds to 18 - 14
- E cooldown is now refunded by 16 - 30% if it hits an enemy champ
