This is a terrible platform to try and articulate this thought, but let's give it a whirl...
Football seems to be unusually attached to this idea that defenders being put in a no-win situation absolves them of foul play.
I don't watch enough basketball to be able to say if that holds true there too, but certainly in soccer, rugby etc, the onus is very much on the guy without the ball vs the guy with the ball.
Half of really bad soccer fouls are mis-timed or judged tackle attempts where the guy is basically baited into it by quick footwork from the guy with the ball. If that causes the tackler to miss and commit the foul, he's still responsible for it, not the guy who played Matador.
Similarly in rugby, the tackler is almost always responsible for the head-to-head contact in the tackle, even when the ball-carrier changes direction into his path and leaves him very little chance.
Is that fair? Probably not, but it's generally accepted as a better way of doing it than litigating who was MORE at fault for every foul, or greenlighting foul play just because it wasn't deliberate.
Being an NFL defender has become incredibly, incredibly hard given the rule changes, ostensibly in pursuit of player safety, but that's now part of the job.
The blame doesn't shift to other players just because it's now harder to be a defender. At least it doesn't in any other sport.
I'm curious why that seems to be such a powerful attitude in football.
