@pbacsich @chrishipkins The problem with an OPM in NZ is that the government agencies are strangling higher education - difficult to realize the scale benefits of an OPM when regulatory handcuffs mean you can’t make a viable business case.

@pbacsich @chrishipkins Also I’d like payroll tax on employers with a linked rebate if they invested in staff gaining qualifications while employed - employers currently enjoy an invisible subsidy courtesy of families & the taxpayer. NZ growing its skill base rather than being a low wage economy forever

@pbacsich @chrishipkins A good start would be either linking funding to the actual rate of inflation and agencies being required to fund directly the costs new mandates such as the Code of Pastoral Care, or remove the fee maxima controls and let institutions set fees that actually match costs.
