As Nigeria navigates the shift towards a more sustainable future, tax policy can play a critical role in supporting the fossil fuel phase-out while strengthening domestic resource mobilisation.
TJNAโs policy brief, in partnership with Civil Society Legislative Advocacy Centre (CISLAC), Taxation as a Fossil Fuel Phase-Out Strategy: Nigeria, explores how taxation can support this transition and contribute to a more sustainable and equitable economic future.

At ATAFโs Exchange of Information Continental Conference and Workshop, held from 14โ16 October in Victoria Falls, Zimbabwe, TJNA Policy Associate Zandile Ndebele called for stronger political commitment to turn tax information sharing into effective action against illicit financial flows and strengthen domestic resource mobilisation.
TJNA highlighted the need for:
๐ฃClear laws and adequate funding to support implementation.
๐ฃSkilled personnel and secure systems to exchange and use tax information.
๐ฃStronger parliamentary oversight and cooperation among government institutions.
Effective information sharing helps countries uncover offshore assets, tackle tax evasion and mobilise resources for public services.
Through the Anti-IFFs Policy Tracker and the African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT), TJNA connects evidence with political action to advance these reforms in tax transparency.

๐ก Did you know? According to the World Bank, 46% of the population in sub-Saharan Africa lived in extreme poverty in 2024. Meanwhile, UNDP estimates that 616 million people in the region experience multidimensional poverty.
Behind these figures are families struggling to access healthcare, quality education, safe housing, and other essential services.
On this International Day for the Eradication of Poverty, TJNA calls for fairer tax systems, stronger action against illicit financial flows, and greater accountability in the management of public resources.
Africa needs resources to fund its development. Tax justice can help ensure that these resources serve the people who need them most.

At a time when African countries are struggling to finance essential public services while servicing mounting debt obligations, a critical question remains: Who pays, who benefits, and who bears the burden?
Speaking at the session โExpanding Fiscal Space for Health through Debt Justice, AI Solidarity and Global South Leadershipโ in Bangkok on 14 October during the 2026 IMFโWorld Bank Annual Meetings, TJNAโs JOHN THOMI weighed in on the deep connection between debt injustice, unfair global tax rules and the growing financing gaps facing health systems across Africa and the Global South.
With approximately 3.4 billion people living in countries that spend more on debt servicing than on health or education, the discussion highlighted how illicit financial flows, corporate tax avoidance and unequal debt arrangements continue to divert critical resources away from healthcare and development.
John emphasised that expanding fiscal space for health requires tackling both challenges together: reforming international tax rules, curbing illicit financial flows, ensuring multinational corporations pay their fair share, and advancing fairer debt restructuring and relief mechanisms.
The discussion, hosted by ๐๐๐๐ ๐๐๐๐ฅ๐ญ๐ก๐๐๐ซ๐ ๐ ๐จ๐ฎ๐ง๐๐๐ญ๐ข๐จ๐ง (๐๐๐ ) ๐๐ก๐๐ข๐ฅ๐๐ง๐ as part of its Freedom from Debt campaign, also explored the proposed 1% AI Solidarity Levy, examining how wealth generated through artificial intelligence could help finance healthcare, social protection, and debt relief through coordinated international action.
For Africa, the path towards sustainable health financing must be grounded in fair taxation, debt justice and a global financial architecture that puts people before debt repayments.

TJNA launched its 2026โ2030 Strategic Plan, setting out an ambitious five-year agenda to advance fair taxation, tackle illicit financial flows and strengthen Africaโs fiscal sovereignty.
Launched at the 14th Pan-African Conference on Illicit Financial Flows and Taxation (#PAC2026 ) in Dakar, Senegal, the strategy puts people and development at the heart of tax justice โ connecting taxation with public services, health financing, climate justice, equity and shared prosperity.
The strategy is built around seven interconnected priorities, from transforming the international financial architecture and strengthening natural resource governance to advancing progressive taxation, health financing and a stronger, more resilient TJNA network.
As TJNA Co-founder and Founding Executive Director @alvinmosioma reflected:
โWhen I look back at where we started, I think of it as planting a tree. We planted it knowing that the fruit would come later, benefiting our children, our grandchildren and generations to come. Today, the tree we planted almost twenty years ago is bearing fruit,โย Mosiomaย said, celebrating the networkโs growth and the collective effort that has sustained it.
๐ฑย From planting the seeds of tax justice to shaping Africaโs fiscal future โ the work continues.

To wrap up the conference, our Executive Director, Ms Chenai Mukumba, shared a message on the road ahead.
"At TJNA, one of our deepest commitments is bringing together entities dedicated to this work so we can have one unified conversation, one that links tax justice directly to the long-term structural transformation of our continent."
Together, we move forward with renewed commitment to advance economic liberation, safeguard Africaโs financial sovereignty, and ensure our resources serve our people.
