if you want to make short films but feel stuck when it comes to "story" - try portraying a mood/feeling. you don't always need a satisfying conclusion or a standard 3 part structure. everyone will bombard you with narrative importance, and of course it's important, but some of my favourite shorts and feature films have fairly simple loose scripts, but they convey an incredible tone and feeling.
you can just create a world and bring people into it for a few minutes. focus on the feeling with good production design, acting, and sound. you're practicing so don't let writing hold you back.
will some people want more? absolutely. will it make sense to everyone? doubtful.
the key is it has to be interesting to YOU.. stop caring about everyone else. make something that you like because you're not unique, there will be other people on your wavelength, and if they're not so be it. doesn't matter. give it a feeling that you like and do everything you can to convey it cinematically.
ultimately the only audience member that truly matters is you, so if you have a really simple idea like "why does air chilled chicken sound funny?" go execute it and see what happens.
