The British authorities never adopted a unique territorial flag for the Mandate because the Jewish and Arab communities could not agree on a design that would satisfy both sides. Meaning both Jews and Arabs were present. And it wasn’t Arabs who decided to accept Jewish refugees because they didn’t have a state hence authority. And because 2 communities were present UN proposed 2 states which Jews accepted but Arabs refused, started the war and lost.
