Also not investing in pavements and pedestrian-friendly pathways. Rich Indians don’t walk. Ergo, there is no investment in proper pavements. Pavements are allowed to become parking lots and private space and garden. This is illegal encroachment but there is hardly a squeak from those who scream from rooftops about street vendors and illegal encroachment. Legality then becomes a function of who you are, not the law.
Private vehicle dependence didn't happen by acciden,the state systematically underfunded public transport for decades. Making mass transit free or affordable is a right, not welfare. Build the infrastructure first, then ask citizens to use it.
