Hi Elizabeth, we're not the council and so can't share any facts on the matter. All we can say is that occasionally it is deemed appropriate to dig up hard paving and replace it with a flexible paving material that accommodates all path users without negatively impacting the tree. We don't know what this material is, but do know a lot of our partner councils are opting to choose this rather than uproot a well established tree.
