Few allegations are in the media that the MDR has been introduced because of external pressure. They are giving reference to US Trade Representative (USTR) report of 2026. The USTR report has raised the following two issues:
(i) Inability of US electronic payment services suppliers to participate in the UPI ecosystem, including credit transactions on UPI, on a level playing field with RuPay.
✅ Reality:
The NPCI circular of 15.9.2026 does not allow credit transactions of UPI by any other credit card other than RuPay credit card. There is a clear policy of only allowing RuPay credit card on UPI to enable RuPay credit card to become the preferred choice of credit card amongst users in India.
(ii) NPCI market-share limitation of 30 per cent for third-party application providers (announced November 2020; enforcement date December 2026)
✅ Reality:
Although, NPCI had mandated market share limitation of 30 per cent for third-party application providers in November 2020, however, this mandate could not be implemented because companies other than the market leaders could not compete in absence of self-sustaining revenue model. Introduction of MDR on select high-value transactions will provide a self-sustaining revenue model to smaller companies to compete for higher share in the UPI ecosystem. Thus introduction of MDR has been done with the intention of allowing more domestic companies to expand their operations.
2.Contrary to misleading claims made that MDR has been introduced under external pressure, introduction of MDR on select high-value transactions will enable more domestic companies to operate under UPI. Thus, the action of introduction of MDR is a step in protecting India’s sovereignty in Electronic payment ecosystem.
3.Government of India has promoted RuPay credit and debit cards to show that people have a strong domestic alternative. In order that the RuPay credit cards continue to grow, the debit card has been kept free of MDR.
The allegation that MDR has been introduced under any external influence is patently false and misleading.

🔰UPI Payments to Remain Free for Person to Person transactions; MDR Applicable Only on Large-Value Merchant Transactions
▪️The Government has amended the Payment and Settlement Systems (PSS) Act, 2007 empowering the government to notify specific electronic payment modes where no charges shall apply.
▪️This amendment provides the legal foundation to ensure affordability and transparency in digital transactions
▪️On 14 September 2026, the Central Government issued a notification under this framework, specifying that Unified Payments Interface (UPI) transactions up to ₹2,000 will attract zero Merchant Discount Rate (MDR)
▪️Further, detailed circular has also been issued by NPCI on 15th September, 2026, after deliberation of UPI steering committee on operational parameters, fee distribution models, and category caps
🔰The key highlights of the circular are as follows:
▪️For person-to-person (P2P) transactions, there will be no charges at all, irrespective of transaction value. P2P transactions constitute 37% of the total UPI transactions in volume terms and 70% in value terms
▪️Charges will apply only to person-to-merchant (P2M) transactions exceeding ₹2,000
🔰Technical Framework
▪️A nominal MDR of 0.4% will be levied on P2M transactions above ₹2,000. This commission will be shared amongst the payment ecosystem partners, including banks and app providers
▪️For high-value transactions of ₹75,000 and above, MDR will be capped at ₹300 per transaction

🔰UPI Continues to Remain Free for Peer to Peer Transactions and 96% of Merchant Transactions
▪️The new UPI framework introduced has no impact on any person to person transactions
▪️UPI will continue to remain completely free for all person-to-person transactions, irrespective of the amount transferred
▪️Payments to merchants up to ₹2,000, along with transactions covered under the zero-MDR framework for small merchants, will also remain free
▪️Consequently, approximately 96% of all P2M transactions will remain unaffected. MDR will apply only to specified merchant transactions above ₹2,000
▪️It is clarified that MDR is neither a tax nor a charge collected by the Government or NPCI. It is distributed among payment ecosystem participants, including banks and payment application providers, to support the operation and continued expansion of the UPI ecosystem
▪️Introduced under the Payment and Settlement Systems Act, 2007, following detailed deliberations by the UPI Steering Committee, the framework seeks to ensure the long-term sustainability of UPI while protecting individuals and small merchants from additional charges
