A birth certificate, an ID card, or a property record can be the first step toward rebuilding a life.
Since 2016, a UNHCR-supported legal clinic in Damascus has helped around 23,000 people access civil documentation, legal assistance & information on housing, land & property.

It starts with a decision, and the hope of a new beginning.
Since March 2026, 900 families have returned from camps in northern Syria to the communities they never stopped calling home.
With support from local partners, UNHCR helped families take the first steps on that journey.

بحسب ممثلة مفوضية الأمم المتحدة لشؤون اللاجئين في سوريا، عسير مضاعين، عاد نحو 1.9 مليون نازح إلى مناطقهم، إضافة إلى نحو 1.5 مليون لاجئ عادوا إلى سوريا.

وأكدت أن حركة العودة في السياق السوري كبيرة وغير مسبوقة مقارنة بتجارب دول أخرى.

Families in Al-Mansoura, Raqqa shared their hopes for what comes next after returning home.

"Our children have no pens to go to school, but they want to become teachers one day," one parent told us.

"Skills, expertise, and quality service" are the principles Ali credits for his success after returning from Türkiye.

In Raqqa, the UNHCR team met Ali, who turned skills gained into a car-painting business with UNHCR support that now supports his family and fuels hope.

Rights matter. Access matters. Justice matters. In Raqqa, UNHCR Representative Kevin J. Allen met with the Public Attorney Ayman Al-Othman to discuss strengthening civil court services, helping people resolve documentation, property, and other legal issues as communities rebuild.
