Recent disruptions around the Strait of Hormuz are a reminder of a deeper reality:
Africa still imports ~70% of its refined fuel — leaving it exposed to shocks far beyond its control.
In the State of Africa’s Infrastructure Report 2026, we show that #urbanisation, #populationgrowth and #industrialisation will keep import dependence high — at around 1.8 million barrels per day by 2040.
Closing that gap would require close to three more Dangote-sized refineries.
Nowhere is this clearer than in East Africa — a region of over 400 million people with no functioning refinery.
This is both a vulnerability and a generational investment opportunity.
