She is 100% unambiguously correct. The base asylum statute is not complicated; anyone physically present in the US can seek asylum "whether or not at a designated port of arrival."

The policy limits the number of encounters at the U.S.-Mexico border to 2,500 per day. When daily average limit is reached, the border will reopen only after fourteen days of the daily average being fewer than 1,500 encounters over seven days. Immigrants are not numbers.
