Special Report : INCA Conclave Calls for a National Film Industry Policy!
The Indian National Cine Academy (INCA) conclave and awards, held recently in Mumbai, brought together some of the biggest voices in the entertainment industry—an evening that celebrated cinematic excellence while also confronting the sector’s pressing realities.
Beyond the glitz, the conversations were rooted in the future—focused on long-term growth, sustainability, and structural reform. Four key recommendations emerged with strong consensus:
1. Expanding Theatrical Infrastructure -
India has nearly 19,100 PIN codes, yet only about 3,100 have access to a movie theatre. The conclave stressed the urgent need to bridge this gap by enabling theatre development in underserved regions, backed by government incentives.
2. Bringing Film Crafts Under Skill Development -
The industry employs over 27 lakh people across creative, technical, and support roles. Recognising 24 film crafts under the Government of India’s skill development framework would formalise training, uplift standards, and strengthen the workforce.
3. Incentivising Domestic Film Production -
To compete globally, state governments must offer rebates and incentives on par with international hubs. This would not only encourage filmmakers to shoot within India but also boost local employment and allied industries.
4. Enforcing Cost Discipline in Production -
With rising production costs and shrinking revenues, financial viability has become a major concern. The way forward lies in tighter budgeting, rationalised pay structures, and a more disciplined approach to spending.
The INCA conclave signals a clear shift—an industry ready to move beyond conversations and engage in meaningful policy dialogue around access, training, and sustainability.

#INCA is founded by #VishnuVardhanInduri, the founder of the South Indian International Movie Awards [#SIIMA] and the Celebrity Cricket League [#CCL].
The Producers Guild of India is associated with #INCA as its Chief Patron.
The first edition of #INCA Awards will be held on 9 March 2026 in #Mumbai.
The Indian National Cine Academy #INCA launched in Mumbai.
