#OdishaCabinet has approved key amendments to Odisha’s Pumped Storage Project (PSP) Policy, strengthening investment facilitation and enabling greater flexibility for developers.
✅ Extended registration window from 3 weeks to 3 months
✅ Balanced RoFR: 25% for captive users & 50% for IPPs
✅ Greater flexibility for CPSUs/PSUs
✅ Clearer registration fee provisions
✅ Seamless implementation of policy amendments
These reforms will accelerate PSP development and support #Odisha’s clean energy transition.
#OdishaCabinet has approved amendments to the Odisha Renewable Energy Policy (OREP), 2022, to accelerate renewable energy development, enhance investor confidence and ensure affordable green power.
✅ Electricity Duty Exemption: Extension of exemption at 50 paise per unit for eligible net-metering consumers on consumption from RE projects established in Odisha, for 10 years from commissioning.
✅ BESS Incentive: Extension of 20 paise per unit STU charge exemption for standalone Battery Energy Storage Systems (BESS) commissioned in Odisha, subject to input energy being sourced from RE projects and output being used to meet the State’s demand.
✅ Wind Power Allocation: Removal of the existing 500 MW cumulative cap for allocation of wind power projects under the first-come-first-served mechanism.
✅ Wind Power Parks: Promotion of Wind Power Parks to facilitate large-scale wind energy development in the State.
✅ Right of First Refusal: Provision of RoFR of up to 25% of the capacity for RE captive projects.
✅ Operational Guidelines: Harmonisation of operational guidelines to improve efficiency and streamline renewable energy project implementation.
✅ Legacy SHEP Projects: GRIDCO designated as the Nodal Agency for implementation of legacy Small Hydro Electric Power (SHEP) projects.
These policy refinements are expected to give a significant boost to renewable energy development and reinforce Odisha’s position as a leading destination for clean energy investments.

In the gracious presence of Hon'ble Deputy Chief Minister & Minister of Energy, Shri @KVSinghDeo1 and Hon'ble Minister of New & Renewable Energy, Government of Madhya Pradesh, Shri Rakesh Shukla, the Energy Department, Government of Odisha and the New & Renewable Energy Department, Government of Madhya Pradesh signed a Memorandum of Understanding (MoU) in New Delhi to strengthen knowledge partnership and mutual cooperation in the renewable energy sector.
