The longest ongoing epidemic that we have... tooth decay.. could be solved by simply improving hygiene habits. Fluoride, hydroxy, STMP, all just strengthen the enamel to varying degrees. (STMP being the best at this job) Strengthening the enamel isn't hygiene, using xylitol to get rid of the strep mutans, now that is improved hygiene. Epidemics/ pandemics are ALMOST ALWAYS solved by improved hygiene and sanitation.
